Request for Delegation of Contracting
Authority - Maintenance of Roofing
1. This memorandum is a request for contractin authority
to be delegated for the
execution. and a. ministration of a contract or per.ormin main-
tenance to various roofing surfaces on buildings
The current working estimate for this project is $102,000.
2. The majority of the permanent-type buildin s now exist-
in
in the early 1960's. In most instances, these roofs
are of built-up type construction and installed on roof slopes
of '2 in 12' and '3 in 12'. The ex erience at this facility
is that the graveled surfaces
of these roofs have washed downward exposing large areas of under-
surface tar and/or felt layers at the ridge lines. Failures in
the gravel stops at the eaves have allowed water to migrate on
those buildings with wooden roof construction causing rotting of
the wooden materials, i.e.,-sheathing boards and fascia.

In consultation with in the imme- 25X1
diate area, they are in the process of correcting some of these
deficiencies utilizing low slope shingle applications wherever
possible. It is planned under this contract to utilize this
method of resurfacing to those roofs where replacement is justi-
fied. Other roofs will he repaired or replaced as the need dic-
tates. With the normal life of built-up roofs in this area being

20 years, these structures are approaching life expectancy and
programmed replacement/correction is in order. Contract plans
and specifications are currently under preparation with in-house

the authority to execute and administer a com-
petitive Lump sum bid contract in the amount not to exceed
$110,000 for the described work. The contract will. be executed
no later than 30 September 1981, and. contract administration will
be in accordance with Funds in 25X1
the amount of $110,00 are available in Fiscal Year 1981 25X1
budget for performance of this maintenance-type work.
