INTERIM REPORT OF U.S. CITIZENS STATIONED OR RESIDING
IN FOREIGN COUNTRIES
Purpose of the Report
1. The purpose of this report is to
(a) provide an initial factual statement concerning numbers,
trends, and categories of U.S. citizens stationed or
residing in foreign countries;
(b) recommend periodic reporting to the National Security
Council of the number of U.S. citizen personnel and their
dependents in the categories listed in 6(a) below;
(c) recommend development of a report to the National Security
Council of agency actions to keep to a minimum the number of
U.S. citizen personnel and dependents in the categories listed
in 6(a) below; and,
(d) recommend arrangements to develop actions to improve
foreign public attitudes toward U.S. citizens stationed or
residing in selected foreign countries.
Background (See also attached Background Summary)
2. On June 7, 1957, the President approved the development by
the OCR of (a) a factual report on the number of U.S. citizens (including
dependents) stationed or residing in foreign countries and (b) actions
designed to improve foreign public opinion toward such citizens.
3. The OCR has previously had no responsibility for coordinating
agency efforts to restrict the number of U.S. citizen personnel stationed
in foreign countries, except for the five Southeast Asia countries covered
by NSC 5612/1. OCB member agencies have agreed to issue directives

to conduct surveys for this purpose in Cambodia, and Thailand, and to
make further efforts to utilize non-U.S. citizen contract employees
in Vietnam.
4. An interagency group under the Chairmanship of the Assistant
to the President has been meeting to coordinate efforts to reduce the
number of Federal employees generally. As outlined in the Cabinet
Paper of June 27, 1957, the purpose of the review is "to provide
recommendations for Cabinet discussion and Presidential decision" in
connection with the budget and legislative program.for next year. Such
review does not appear to duplicate or conflict with the recommendations
in this report.
5. The attached tables 1-11 inclusive, which provide the initial
factual statement referred to in 1(a) above, have been compiled from
currently available sources in Washington. Highlights from`these tables
are:
(a) In April, 1957, there were approximately
U.S. citizens (1% of U.S. total.populat stationed or residing

in foreign countries.
(b) The categories of such U.S. citizens at that date were
approximately -
(1) military personnel and their dependents -
(2) civilian employees and their dependents -

(c) Between April 1, 1956, and April 1, 1957, the total of
(b) (1) and (2) increased approximately 60, 500.
(d) The increase noted in (c) was made up principally of an
increase in dependents of 64,429 (military dependents comprising
58, 919), an increase in civilian personnel of 694, and a decrease
in military personnel of 3, 878.
(e) Excluding category (b)(3), over which the Government has
no direct control, the largest concentrations of U.S. citizens in
foreign countries in April, 1957, were:

Recommendation's
6. The 0O13 recommends that the President approve the following:
(a) That each U.S. Government agency having U.S. citizen
personnel stationed or residing in a foreign country report every
six months to the OCB, on a standard basis, the number of such
U.S. citizen personnel by the following categories (reporting
dependents separately):
(1) Civilian employees and dependents:.
(2) Military attaches, MAAG and mission personnel,
embassy security detachments, and dependents;
? (3) Military personnel assigned to 'commands and dependents;
and,
(4) Personnel performing services for U.S. Government
agencies under personal service contracts and
dependents.
(b) That the 0C13, on the basis of a review of this initial factual
statement, identify for the responsible agencies the countries or areas
representing potential trouble spots requiring study and review by such
agencies; and submit to the National Security Council by September 30
a report of actions being taken by each such agency in each such country
or area to keep to a minimum U.S. citizen personnel in the categories
listed in (a) above.
(c) That the OCB coordinate a review of existing agency
administrative practices having a bearing on and specific ?
actions designed to improve foreign attitudes towards U.S.

in (b) above, and report to the National Security Council its findings
and recommendations not later than January 1, 1958. This review
should include such matters as housing and recreational arrange-
ments, briefing and orientation programs, language training, and
further employment of foreign nationals in place of U.S. citizens.
7. Upon allproval of the above recommendations, the OCB will
establish appropriate interagency groups to develop the detailed report-
ing system recommended in 6(a) above and to develop the reports
recommended in 6(b) and (c) above.

HISTORICAL BACKGROUND SUMMARY OF DEVELOPMENTS
RELATING ,TO THE NUMBER OF GOVERNMENTAL PERSONNEL
STATIONED OVERSEAS
\ 1. In July 1956, the President expressed his concern over reports
that "in some instances, the total number of U.S. individuals assigned to
tasks abroad has become too great." This was., contained in State Circular
gi of July'24, 1956, to the Chiefs of missions.
2. State Department Circular 168 of September 5, 1956 which directed --
d ,review by' each mission chief of country programs in connection with the
budget presentatio s.for FY 1958 provided: ?

"This r view should ensure That the total number of U.S. official
, personnel and contractors (in each country is reduced to the minimum
required tolimplement essential U.S. programs. Reductions in require-

fllents for personnel may be achieved at the country level by
reorganizilig the aeministration of programs, fields of activity or
ojects. !Chiefs of Mission are therefore inetructed to direct and
?coordinatet careful reviewe of personnel complements in collaboration
with representatives of the agencies concerned and to submit their
recommendations."

4.1 In implementation of the above, the OCB Outline Plan of erations
agreed/Up.= surveys to be made in all overseas agencies in an effort to
redUceiTersonnell particularly adMinistrative personnel, in Cambodia and
Thailand. In the case of Vietnam, the OCE agreed upon the folloviing
action:
"While the demand for U.S. technicians by the Vietnamdse Govern-
ment and the necessity of giving adequate technical assistance in
:current and proposed programs involves preasuretor increajed Ameri-
can personnel, every effort should be made to resist such ixessure,
:and where non-American contract employees can adequately pbrform
technical services they should be used as far as possible Every
effort should be made, through tactful and discreet conduet, to
Minimize any possible undesirable reaction due to the preeence of a
large. number of Americans."

5. Ambassador Rankin has expressed the view that one of the factors
stimulating the May 25 Taipei riots was the large number of U.S. personnel
in Taiwan.
? 6. On October 15, 1956, the President appointed Mr. Frank Nash as
a Special Consultant to the President "to carry out a study or make
recommendations with respect to our system of overseas military bases and
'operating facilities." This study, in which the President directed that
all aspects of the problem of stationing U.S. military personnel should
be examined, is under way and is expected to be completed in the. fall.
? 7. At the May 29, 1957 meeting, the Operations Coordinating Board
(1) discussed the effect of the size of the "lumber of U.S. civilian and
military personnel overseas on the attitude of the local population toward
the Muted States. The Board noted that while existing policy is to
reduce the total number of U.C.. official personnel and contractors to
the minimum required to implement essential U.S. programs as set forth
generally in a message from the President transmitted to the Chiefs of
Missions in State Circular No. 58, July 24, 1956, and in the separate
State Circular No. 168, September 5,?1956, the number appears to have
increased. ?
(2) The Board noted that no complete and regular consolidated reports
are available on the number of American civilian and military personnel
and their families overseas and agreed that the OQB should develop such
reports to facilitate reporting to the President on the implementation of
the policy.
(3) The Board noted also that the Department of Defense has instituted
surveys of the PLAGE and of the Military Attaches with the expectation
that theyjmy be reduced by about 12% in fiscal year 1958. '
8. Subsequent to the OCR meeting, when the President was informed
of the OCB?action, he requested that the OCR report, and its recommenda-
tions in connection thereon, be presented to the National Security Council
as soon as possible as a basis for consideration by the Council and
action by the President.

IN FOREIGN COUNTRIES AND POSSESSIONS
GENERAL
1. These tables report the number of U. S. military and citizen
civilian 'employees and their dependents and other U.S. citizens resident ?
in foreign countries and possessions. Table 1 gives the picture in 30
foreign countries and possessions having the largest concentration of
U.S. citizens. The other tables give the picture by agency for each
country insofar a?his information was immediately available. In addition
to the official U. S. military and bitizen civilian employees and their
dependents the report includes other priVate U.S. citizens resident in the
foreign countries and the employees of U.S. contractors and their dependents
in order to give the full picture of the presence Of Americans in fOreign
countries and possessions because from the standpoint of local public opinion
the presence of private Americans maybe just as important as the presence
of official personnel and it should be taken into account.
20 Sources of Information Used in this Report. This report is '
based on information received from the Departments of State and Defense,
the International Cooperation Administration and the U.S. Information Ageney
concerning their personnel stationed abroad and the dependents of such
personnel. The information with respect to the employment abroad of U.S.
citizens by agenoies other than those mentioned above is drawn from published
reports of the U.S. *Civil Service Commission, which were supplemented by
current, and as yet, unpublished figures on employment as of the end of
April, 19570
3. Sources of Error in the Report. The report has certain defects
from a statistical point of view which introduce errors that cannot be
estimated but which it is believed are sufficiently small in the aggregate
that they do not affect the overall order of magnitude of the figures with
respect to the largest groups of Americans in a given country or the total
number of Americans in that country. These errors are due to the following
causes:
(a) the employees of contractors working for the Department of
Defense and the dependents of such employees are not currently
reported by.the Department of Defense and appear in the totals of
private U.S. nationals appearing in Table 7 which is based on American
Coneular reports. (The State Department indicates that this category
of personnel may be inadequately reported.)

14. The totals appearing on this table include dependents insofar as
is known. No category of Americans resident abroad has been omitted from
this tabulation. As noted above, the column headed "Other U.S. Citizens"
in some instances may duplicate personnel also reported under the column
headed "ICA" in regard to ICA contract employees and their dependents.
The 30 countries listed in this table are those countries for which the
detail on military dependents was available and they are also those countries
in Which the largest concentration of U.S. nationals occur because of the
large proportion of military personnel. among the Americans resident in these
countries.
