White Director of Information Services SUBJECT: OIS Weekly Report (20-26 November 1980) Office of the Director of Information Services The Office completed a review of the positions within the DCI Area, NFAC Offices, and NEU Offices which fall into the Records Management, Registry, and Information Handling categories. A recommendation was made that a total of 171 positions be designated as MI Career Sub-Group positions and that the incumbents of these positions be transferred into the NU Career Sub-Group. Of these, 23 are in the DCI Area, 55 are in the NFAC Offices, and 93 are in the DD8ST Offices. If the recommendations are approved by the Office of the DCI and the Deputy Directors addressed, further actions will be taken with the incumbents of the positions to explain the opportunities available to them in the MI Career Sub-Group and encourage them to join. The Information Security Oversight Office Symposium which was held on 19-20 November was reported to have been more interesting than those held in previous years. In his welcoming remarks, Robert Kimmitt, Staff Counsel on the National Security Council, opined that he did not foresee the recission of E.O. 12065 in view of the continuing demand for openness in government; that he saw at most amendments to the E.O. (not specified) which would take on the order of two years to accomplish. Classification Review Division A total of 3,109 CIA documents (46,659 pages) were reviewed of which 5.5 percent were declassified. In addition, five manuscripts (433 pages) were reviewed. Records Management Division In response to a request from NFAC, a survey of the filing equipment of the Office of Strategic Research was conducted. While additional equipment could be justified, the recommendation was that better utilization be made of existing equipment. Analysis a. According to an article published in the 19 November 1980 edi- tion of The Washington Post, Jack C. Landau, while testifying before a Senate Governmental Affairs subcommittee (probably the Intergovernmental Relations Subcommittee, chaired by Sen. James Sasser of Tennessee), contended that the press - -which he defined as reporters, editors, writers, researchers, public advocacy groups, and others - -should be given priority treatment when submitting FOIA requests. Representing the Reporters Committee for Freedom of the Press and the Society of Professional Journalists, Mr. Landau stated that the FOIA "has not produced the type of prompt and effective disclosure of government information for the press and the general public that was envisioned." In addition, he expressed the view that the press should be charged a cut rate for the processing of its FOIA requests.
