MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - January 1986
1. Modernization momentum picked up this month as PMU was wired for
its Wangs and the bureau began to plan its Internet future.
British Telecom International (BTI) representatives visited the
bureau twice to inspect Caversham and Crowsley sites and discuss
Internet connections with BBC and FBIS personnel and with
visiting C/FSB and COMSAT representative Helmo
Raag. A bureau Internet committee began discussing equipment,
space, staffing needs and other operational and technical
aspects. Initial Internet activation and concept of operations
outlines prepared by Chief Editor were sent to
Headquarters.
One potential problem involves the need for a 1.8- to 2.4-meter
microwave dish at Caversham, either on a 100-meter tower or a
tower on the roof of the main Caversham Park building, for
line-of-sight signals to and from BTI's site at Stokenchurch.
Local planning commissions in this area are famous for their
reluctance to grant approval for what they regard as blots on
the landscape, and modern communications equipment perched on a
tower or elevated above the roof of a "listed" (historical)
building may fall in that category, both in their view and that
of the BBC.
2. An intra-cabinet struggle over American or European support for
the insolvent British helicopter company Westland captured the
attention of the media and the public this month. There were
heated exchanges in the House of Commons, media comparisons of
the Westland affair with Washington's Watergate, rows over leaks
from ministerial sources, and, of course, the resignation of two
top officials in the Thatcher cabinet - the local MP for Henley
Michael Heseltine, the former Secretary of Defense; and libel
lawyer Leon Brittan, the former Secretary of Trade and Industry.
Attention to the Westland aspect has subsided, but the Prime
Minister's handling of a sensitive leak has continued to raise
eyebrows. THE GUARDIAN, describing cabinet practice on minutes
of meetings, noted that as a rule specifics were avoided,
"leaving the way open to ambiguity" - which sums up the whole
Westland affair.
3. After a century or so of British-French indecision over the
merits of a fixed link between the two countries, Prime Minister

Thatcher and President Mittr nd agreed this month to proceed
with one of three options, a twin-bore rail tunnel across the
channel. Another option, which included a tunnel for automobile
traffic, prompted an Aberdeen professor to offer the SUNDAY
TIMES a poem which concluded:
... Not one of you who enters there
Can hope to re-emerge alive!
You'll close your eyes in holy dread
As halfway through you see ahead
The point where right- meets left-hand drive.
A. Editorial/Monitorial
1. The bureau continues to set production records: January was
the second busiest month in the bureau's history with a
total punched wordage of 3,184,990; it was the highest
January ever for the bureau as well as for PMU, which had a
total of 947,810. The editors and the Arabic team probably
would attribute a high percentage of the total figure to
Libya's al-Qadhdhafi, who responded to U.S. pressure in
connection with recent terrorist episodes in Europe with a
seemingly endless stream of press interviews and speeches
at the annual Libyan people's congresses.
2. PMU scored another first with Gorbachev's 15 January
statement on disarmament. A commendation from Wire Chief
said the alert FYI and first take of the text were
on he Wire some 90 minutes before news media in Washington
began reporting the story, and the item formed the basis
for a "highest-level" briefing.
B. Lateral Services
The American Embassy in Addis Ababa, which had asked that all
FBIS-monitored material on the PDRY political upheaval be filed
to the embassy, expressed appreciation to London Bureau for
FBIS' "prompt and excellent coverage." Presumably somewhat
stunned by the volume of traffic received, the embassy added
that "with thanks for the above we request that you take Addis
Ababa off your distribution list."
C. Technical
To allow the BBC to use the Roset to cover Libyan television
from Intelsat, the press facsimile signal, normally taken from
the 53 degree East satellite, has periodically been taken from
the 14 degree West satellite via the 2-meter dish. The print
quality has improved since the December test printout of the
signals from the 14 degree bird, perhaps due to BBC adjustment
of the small dish. But four papers which were included on the
December transmissions have been dropped; most significantly,
neither edition of KRASNAYA ZVEZDA now appears on the 14 degree

casts. However, the 14 degree transmission has proved its
usefulness for fallback purposes.
III. ADMINISTRATION
Personnel
1. PMU editors) (were each
awarded Certificates of Distinction with $800 checks for
their work in introducing Wangs into PMU's translation/
editing/filing operations. Also in the reco ition

was promoted to FBN-6, and teletypist 0
was promoted to FBN-8 and became a wireroom shift
supervisor, having served in an acting capacity for several
years. Teletypist was in turn appointed as
an acting shift supervisor. These actions followed the
retirement of shift supervisor on 3 January,
after 25 years with FBIS. The wireroom also welcomed a new
operator as EOD'd on the 6th. Observing PMU
tradition on birthdays an other significant occasions, PMU
Russian monitor feted her colleagues at the BBC
Club on her last day be ore maternity leave.
2. A newly formed Bureau Advisory Group - composed of elected
representatives of editorial, commo, engineering,
tabulators, admin, and PMU - held its initial meeting,
chaired by the bureau chief, on the 24th and met again on
the 30th to start sorting out topics for future discussion.

Admin staffers) I having twice last year requested 25 JIHI
sheets of brown blotting paper which were finally received in
November, were nonplused to receive 625 sheets this month - an
estimated 25-year supply at current rate of usage. Meanwhile,
the admin staff at the embassy was locked out of its office when
the Marine guard went off one night with the only key. Once the
door was battered open and entry gained at mid-morning, the
Embassy security office caved in and authorized Admin Chief
Shirley Miller her own key.
Six BTI representatives from various sections - equipment planning,
satellite systems, radiowave radio planning, installation, etc. -
visited the bureau and BBC on the 17th to look over Caversham and
Crowsley with an eye to Internet installation. Seven BTI
representatives joined COMSAT representative Helmo Raag and C/FSB
- here on TDY 28-31 January - for a session on the

were given a tour of bureau/BBC premises by Chief Engineer
