STAT
1. The office of Security has reviewed the proposed
Directorate of Administration Classification Guide and
offers the following observations.
2. A review of the Guide reflects that one of the
items submitted by the Office of Security in the referenced
memorandum tv has been omitted, to wit: infor-
mation concerning the resu is of technical surveillance
countermeasures inspections.
3. On the other hand, the proposed Guide Is in marry
respects so detailed that we are forced to conclude that
a fundamental difference of interpretation exists in this
Office and the minds of those who preparedthe 'aide with
respect to what the Guide is intended to be. We believe
that the Guide should be topically oriented rather than
organized by components. This wo=uld result in a more
concise document and one wbic5`i would be easier to use.

The present Guide is repetitious, we believe and if a
similar format is followed by other Agency components,
the overall Agency Guide will be excessively detailed.
4. Lastly, we would suggest that a very close
look be taken at some of the proposed items to ensure
that they are consistent with the spirit of Executive
Order 12065, which establishes strict criteria for
classification. It stretches the imagination too
far to find some impact on the national security in
the quantity of classified waste and excess material
produced by the Agency (Item 2.11), information
concerning procedures for checking incoming mail
(Item 2.13) or videotapes, charts, etc., produced
for overt training programs (Item 11.1).
