Preliminary Papers: The scope paper should be prepared for the Secretary at the outset of planning for the visit. This paper should lay out the shape and direction of the visit to enable the Secretary to consider and comment in a timely manner on the fashion in which the visit will be handled. 1. Scope Paper: NEA should draft a scope paper for the Secretary discussing the overall goals and strategy for the visit. The paper should specifically focus on the following questions: Where does our relationship stand? What does the visitor want? What do we want? What can we achieve? The paper should be cleared by P, S/P and other bureaus as appropriate. It will not normally exceed five pages in length. The scope paper is due in S/S-S by COB October 11. 2. Guest List for Secretary's Dinner: NEA should prepare a recommended guest list for the Secretary cleared with S/CPR under cover of an action memo. This memorandum is due in S/S-S by COB October 11. B. Briefing Materials for the Secretary: The following briefing materials should be prepared for use by the Secretary: 1. Briefing Outline for the Secretary: NEA should prepare a briefing outline for the Secretary's use during each meeting with PM Peres. The memos are due, in S/S-S with appropriate clearances by COB October 11. 2. Checklist on 5x8 Cards: NEA should prepare a concise checklist on a 5x8 card for each scheduled meeting by COB October 11. It should note, in tick format, the main topics the Secretary should raise. 3. Briefing Outline for the Secretary's use in Briefing the President: NEA should prepare a memorandum in briefing outline format for the Secretary to assist him in briefing the President for the White House meeting with PM Peres. This paper is due in S/S-S with all appropriate clearances by COB October 11. 4. Global Issues: S/P should draft a paper discussing global issues which the Secretary can raise with the Prime Minister. The paper should focus on South Africa, Central America, the Soviet Union and implications for U.S.-Israeli relations. This paper, to be cleared by P, EUR, ARA, AF and NEA, is due in S/S-S by COB October 11. Background Materials: (a) Fact Sheets: The following one-page fact sheets should be prepared on State Department Briefing Paper (black top) letterhead (see attached sample). They should be delivered to S/S-S through the NEA coordinator, with the required clearances (including at least DAS level in the drafting bureau), by October 11: TOPIC DRAFT CLEAR (1.) Domestic Political Situation NEA P (2) Jordan Arms Sales NEA P,T,PM (3) Peace Process NEA P (4) Taba NEA P,L (5) Terrorism NEA P,M/CTP (b) Economic Data Sheet: NEA should draft (cleared with E and EB), a one page statistical economic data sheet on the Israeli economy, including its relationship with the U.S. The data sheet may be supplemented by one page of analytical highlights in tick format (sample attached). They should be delivered to S/S-S through the NEA coordinator, with the required clearances (including at least DAS level in the drafting bureau), by October 11. 7. Scenarios for the Secretary: S/CPR should prepare, in close consultation with NEA, individual scenarios for use by the Secretary for every event in which he will participate. Meal scenarios should have as attachments a seating chart, guest list, and menu. Scenarios are due in S/S-S by COB October 15. This memo is due in S/S-S, cleared by P and S/P at a minimum, by COB October 11. B. Talking Points for the President: NEA should prepare a separate Platt-McFarlane memo covering suggested talking points for the President's use during his meeting with Prime Minister Peres. This memo is due in S/S-S, cleared by P and S/P at a minimum, by COB October 11. C.. State/Israeli Participation in White House Events: NEA should prepare, under cover of a Platt-McFarlane memorandum, a list of proposed State and Israeli participants in all events at the White House during the Peres visit, including the Secretary's briefing of the President. This memo is due in S/S-S by COB October 11. D. Public Statements for the President: NEA should prepare a draft departure statement, under cover of a Platt-McFarlane memorandum, for the President's use. These papers, cleared by PA and S/P, are due in S/S-S by COB October 11. E. Fact Sheets for the President: A copy of the fact sheets prepared for the Secretary should be prepared for the President's use. They should be delivered to S/S-S, through the NEA coordinator, under cover of a Platt-McFarlane memorandum by COB October 11. III.
