$675 Thousand FY 1984 Supplemental for the Department of.
State Bureau of Intelligence and Research (INR)
1. Action Requested: That you sign. the attached letters to the
Intelligence Oversight udget Subcommittee Chairmen, Boland and Wallop,
regarding a $675 thousand FY 1984 supplemental for-INR.
2. 'Back round: On 17 February, OMB forwarded an FY 1984 supplemental for
Department of to the Congress for their approval. Contained within the
FY 1984 supplemental request (for $9,022: thousand) is $675 thousand for
intelligence. As you may recall, for FY.1984 the Department of State,
requested 62 new.reporting and analysis positions (nine of these for INR).
The Appropriations Committees cut the funds for these positions, but not the
positions. The FY 1984 supplemental will attempt to obtain funding for these
62 positions and also to accelerate the funding of 73 reporting and analysis
positions which were to be requested in FY 1985 (21 of these for INR).
Since only a portion of the overall State FY 1984 supplemental request
concerns a program within the NFIP, the letters to Congressmen Boland and
Wallop are deemed/-necessary to ensure they are advised of their jurisdictional
equities'a n this matter.
3. Recommendation: That you sign the attached letters.

Please be advised that the Office of Management and Budget has just
approved a $9,022 thousand FY 1,984 supplemental for the Department of State
and has forwarded this request to the Speaker of the House and the President
of the Senate.. Contained within the FY 1984 supplemental is $675 thousand for
the Bureau of Intelligence and Research (INR).
The Congressional Budget Justification-Book (CBJB), as forwarded to your
Committee-on 1 February, requests 22 new positions for INR in FY 1985. The
Department of State is now proposing an acceleration of the FY 1985 request so
that 21 of these 22. positions would be approved in an FY 1984 supplemental.
The $675 thousand will not only fund the 21 reporting and analysis positions,
but will also cover the costs of the nine positions allocated to INR in
FY 1984 for which funds were not appropriated.
We are preparing new resource displays for the.CBJBs and will provide them
to you. as soon as possible.
The Intelligence Community strongly supports this request for $675
thousand. We are prepared to brief you and your staff should-you require any
further details.
