IN THE SENATE OF THE UNITED STATES

Mr. PROXMIRE introduced the following bill; which was read twice and referred
to the Committee on Governmental Affairs
A BILL
To reduce the use of limousines by Government officials.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That section 1344 of title 31 is amended to read as follows:
4 "? 1344. Passenger motor vehicle and aircraft use
5 "(a) Notwithstanding any other provision of law unless
6 enacted in specific contravention of this section, an appro-
7 priation may be expended to maintain, operate, and repair
8 passenger motor vehicles or aircraft of the United States
9 Government only to the extent that such vehicle or aircraft is
10 used to provide transportation for official purposes. An offi-
11 cial purpose does not include transporting officers and em-

1 ployees of the Government between their residences and
2 places of employment except-
3 "(1) medical officers on outpatient medical serv-
4 ice; and
5 "(2) officers and employees performing field work
6 requiring transportation between their residences and
7 places of employment when the transportation is ap-
8 proved by the head of the agency.
9 "(b) A motor vehicle or aircraft may be used to trans-
10 port between residence and place of employment the follow-
11 ing officers and employees of the Government:
12 "(1) the President or the Vice President;
13 "(2) the heads of executive departments listed in
14 section 101 of title 5;
15 "(3) principal diplomatic and consular officials;
16 "(4) as many as thirteen employees of the execu-
17 tive branch, not otherwise exempted under this subsec-
18 tion, to be designated by the President;
19 "(5) members or employees of Congress, provided
20 that each house may not employ more than seven vehi-
21 cles to provide transportation under that paragraph;
22 and
23 "(6) the Chief Justice of the United States.
24 "(c)(1) The President shall include in the budget justifi-
25 cation for each agency submitted each year to both Houses of

1 Congress a complete listing of employees of such agency who
2 receive transportation between their residence and place of
3 employment under this section.
4 "(2) The inspector general or comparable official of each
5 agency shall submit to the Committees on Appropriations of
6 both Houses of Congress each year, an evaluation of the
7 agency's compliance with this section, including a complete
8 listing of all known violations of this section and remedial
9 action taken.
10 "(d) An officer or employee who uses or authorizes the
11 use of a motor vehicle or aircraft in violation of this section
12 shall be suspended without pay by the head of the agency and
13 shall be required to reimburse the Government for all ex-
14 penses improperly incurred. Such suspension and reimburse-
15 ment shall be effected by the agency inspector general or
16 comparable official of the agency. The officer or employee
17 shall be suspended for not fewer than three days, and when
18 circumstances warrant, for a longer period or summarily re-
19 moved from office.".
