noted. Major renovations such as
elevator replacement suffering from
lengthy delays - some problems
evident with prospectus, central
office approval, etc.
GSA unable to provide necessary skills
level for emergency powerplant, Agency
concerned over level of reliability of
the rest of the plant. Breakdown fre-
quency and response level not encouraging
GSA unable to provide sufficient
resources to maintain acceptable level
of maintenance even on reimbursable
basis

Agency would consider STAT
contracting for M&0 serviSTAT
similar to arrangement at
STAT
Agency could take over
generators but would prefer
to keep entire facility
under a single command
structure to avoid coordi-
nation problems - would
