I have some concerns about the process you describe to handle the FY 1990-94 one-percent initiative package, particularly if it represents a model for handling issues of this type. My main concern is that it minimizes NFIC Agency input. This concern is compounded by the fact that historically the ICS has given the NFIC agencies very little time to comment on its proposals. In sum, I believe that it will be difficult for me to do an adequate job of advising the EXDIR and the ADDI (wearing his IPC Chairman's hat) on the implications of diverse collection proposals for intelligence production unless you amend your procedures somewhat. 2. I would be reassured if you could build a few failsafes into your approach. Specifically: -- Build deadlines at each step of the process that allow at least one week between each major phase to allow us and other agencies adequate opportunity to comment meaningfully, thereby enabling revisions/additions/deletions. -- Insure that the review of the "gaps" is done by the full IPC membership.
