MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Weekly Report for Period Ending 17 November 1989
1. First Lady Barbara Bush visited the Langley Children's
Center on 13 November for a ribbon cutting ceremony that
officially opened the Center. Congressman Wolfe, a supporter
of our day care initiative, was in attendance as well as the
DCI and other senior Agency and Intelligence Community officials.
Mrs. Bush toured the Center and visited with the children. The
children entertained her with a song and presented her with a
bouquet of flowers.
2. CIA's first release to the National Archives and Records
Administration (NARA) under the Historical Review Program took
place on 14 November. In a ceremony held at NARA and attended
by the Director of Information Technology, the DCI presented
the Archivist of the United States with a co of Dr. Arthur
25X1 Darling's history of the CIA's early years.

3. The Office of Financial Management has developed a
Contract Management Information System (CMIS). This system
will enable contract auditors to better manage the large
inventory of contracts and determine how long it will take
to audit them. Audit teams will now be able to efficiently
prioritize and schedule audits throughout the year.
4. Project STAR (Secretarial Training and Recognition)
held a "college fair" at Headquarters on 8 and 9 November. The
Dean of Student Services at Central Texas College (CTC) and STAR
counselors provided a variety of information to secretaries and
supervisors interested in the CTC's Associate Decree proarams
