A "new" target is either a newly identified installation or a known installation which is being reported for the first time by NPIC. A "change" target is an installation where a major change is observed in facilities. Also included under "change" targets are those installations where analysis of current photography furnishes more precise information. Items in this report are arranged in two sections - Section I provides a description of new targets. Section II provides a description of change targets. Targets are arranged 1) by country, 2) within the country according to subject, 3) within the subject by WAC area, and 4) within the WAC area by geographic coordinates in ascending order. The map base used (when available) for the derivation of coordinates in the MI is the latest edition of the US Air Target Chart, Series 200. The header line for each target contains, reading from left to right, the target name, the geographic coordinates (e.g. 55 -57N 085 -24E), the World Aeronautical Chart number (e.g. 0616), the Bombing Encyclopedia (BE) number (e.g. TCS-81126/65 00218), and the NPIC target number (e.g. 12-A). The COMOR target number, where applicable, appears above the photo reference line. The photo reference line provides the pass number (e.g. 10D), frame/index numbers (e.g. F/4 & A/6 or 4/5), grid coordinates (e.g. 36-12), limiting conditions (e.g. H),photo- graphic quality (e.g. F), photographic coverage (e.g. T), and the mode (e.g. ST). The symbols for the limiting conditions affecting photography are: C (clear); SC (scattered cloud cover); HC (heavy cloud cover); H (haze); CS (cloud shadow); SD (semidarkness); S (snow); and 0 (obliquity). The quality of the photography is categorized as G (good), F (fair), or P (poor). The extent of photographic coverage is denoted by the symbols T (total), PT (partial), or ID (identification only). The mode of coverage is indicated by ST (stereo), MN (mono), or PST (partial stereo). For the convenience of the user, an index to all targets is included following Section II.
