About 800 refugees had been evacu-
ated from Stanleyville by this morning,
with about 500 more to go. Sporadic
firing continues in the city, and Van
Der Walle estimates it will take three
more days to clean out all the rebels.
Pressures on Huong are mounting
even though he has dealt firmly with
continuing demonstrations. The: High
National Council is to meet tomorrow,
when more demonstrations are probable.
Further details are in Annex 1. As
General Taylor departed for Washington,
Peiping reaffirmed its pledge of gen-
eral support to North Vietnam.
Another student rally is scheduled
for this evening. We think,however,
that the national guard will be able to
keep matters under control.
Sihanouk, in another about face,
now says that he will send someone to
Peiping to talk to the North Vietnamese
about border problems. A friendly mes-
sage from Hanoi apparently has made him
change his mind since yesterday. As far
as one can tell, the proposed meeting
with the US in New Delhi on improving
relations is still off.
U Thant is working on a plan to set
up a negotiating committee on the Arrears
problem, during whose deliberations the
Assembly would meet, but not vote on any-
thing. It is just possible that the So-
viets might go along with some variation
on this, since Dobrynin haS said that
Moscow would agree to a study committee
to report at the end of the session.

Castello Branco has apparently given
in to pressure to crack down in Goias
State, where army investigators have
charged the governor with pro-Goulart
subversion. The governor himself is im-
mune to arrest, but the military have
picked up many of his subordinates. So
far, the federal government seems to
have taken no action it could not de-
fend legally.
The widely popular opposition Jus-
tice Party seems determined to stand up
to recent intimidation by the military.
At a party convention this week a resLO
lution is to be introduced asserting
parliamentary control of the army which
could bring a strong:_reattion from the
Communist factions in Kerala
State, which have threatened to win
power legally before, are mending their
differences in anticipation of state-
wide election next February. They are
collectively gaining at the expense of
the Congress Party, aided by Shastri's
bungling of the food problem. The
February elections will end the sys-
tem of direct rule from New belhi in
effect since September.

The Situation in Saigon
The demonstrations initially appear to have
been instigated by various civilian politicians,
and by Brigadier General Do Mau, a vice premier
under Khanh, and a critic of Huong. The Buddhists
say they have not been responsible, but admit that
some of their activists have participated.
The rival Buddhist leaders, Tri Quang and Tam
Chau, may, however, be moving in for the kill. Both
are now demanding dissolution of the present govern-
ment and threatening new demonstrations unless all
arrested rioters are released.
The military has so far backed up Huong, but
this may not remain the case if the demonstrations
go on much longer.
US Embassy sources in the labor movement say
that chief of state Suu is furious at Huong and is
disillusioned with him. They say Suu is actively
canvassing support from the Buddhists and the Ca-
tholics for a replacement for Huong.
