MEMORANDUM FOR: National Foreign Intelligence Board Principals
SUBJECT: Homeland Security Presidential Directive
(HSPD)
(C) The second Homeland Security Presidential Directive
(HSPD) has been promulgated. It establishes a Foreign Terrorist
Tracking Task Force to ensure that federal agencies coordinate
programs relative to the denial of entry into the United States
of aliens suspected of supporting terrorist activity and the
location, detention, prosecution, or deportation of suspect
aliens within the United States.
(C) The HSPD assigns a mix of tasks and responsibilities to
the Intelligence Community (IC). Nearly all of these involve a
variety of substantive and technology issues that fall within the
purview of the Mission and Technology Integration Board (MTIB).
The MTIB, jointly chaired by the Assistant Director of Central
Intelligence for Analysis and Production (ADCl/A&P) and the
Intelligence Community Chief Information Officer, was approved by
the Intelligence Community Deputies Committee last July, as part
of the Intelligence Community System for Information Sharing
(ICSIS) initiative.
(C) There are four specific tasks for the Intelligence
Community:

this effort to combat terrorism through immigration policies. I
