ROMANIAN GROUND ORDER-OF-BATTLE (S)
SUMMARY
1. (S/WN) This report provides an imagery-derived analysis of the recent reorganization, equipment
improvements, and order-of-battle of the Romanian ground forces. Information for this analysis was
obtained from imagery acquired throughOMilitary unit designators and subordination were
derived from a collateral document.' Activity observed indicates that the reorganization of the Romanian
Army, which was begun in 1980, is proceeding at a steady pace. Equipment seen indicates that some units
are being upgraded, some units are being reduced, and other units are better equipped than was
previously believed.'
2. (S/WN) The report includes five tables. Tables 1 through 4 provide a listing of units in each army
by nondivisional units, divisions, and training units. Table 5 lists the mountain infantry brigades and their
subordinate units. A location map (Figure 1) and 11 annotated photographs are also included in this
report.
DESCRIPTION
Unit Reorganizations
3. (S/WN) In April 1980, the Romanians reorganized their ground forces from two armies to four
armies-1st Army in Bucharest, 2nd Army in Buzau, 3rd Army in Craiova, and 4th Army in Cluj.4 This new
organization supports the announced policy of a defensive "peoples war."3 It does this by allowing
tighter control of units in each army area and by making a two-front defense easier. The 1st, 2nd, and 3rd
Armies were created by resubordinating the seven divisions of the old 2nd Army. The 4th Army is
essentially the old 3rd Army renumbered.4,5 The 1st and 3rd Armies were strengthened by the establish-
ment of two new nondivisional artillery regiments and the transfer of other nondivisional units.
4. (S/WN) The unit structures of one MRR and one TR differ enough from the normal structures to
suggest that these regiments, subordinate to MRDs, are being converted into brigades. The TR of the 1st
MRD in Tirgoviste differs in several ways. Not only does it have 31 tanks per battalion instead of the
normal 21, it also has the only T-72 tanks in Romania. In addition, it has a full engineer battalion and an
SU-76 assault gun battery, neither of which is normally seen with a TR (Figure 2). The 26th MRR in Craiova
has four and possibly five MRBs, a tank battalion, and a probable second tank battalion (Figure 3). A
normal MRR has three MRBs and one tank battalion.
Unit and Equipment Improvements
5. (S/WN) Improvements have been noted in the structure and equipment of MRDs and TDs. The
most widespread improvement is the addition of 11 TAB-72 APCs to the MRBs. This brings the number of
APCs in a battalion to 42 (with 14 APCs per company), which seems to be the standard number the
Romanians intend for an MRB (Figure 4). Other improvements include the replacement of T-34 tanks
with new M-1978 tanks (Figure 5), the conversion of truck-equipped MRBs to APC-equipped MRBs, and
the addition of an MRL battalion to at least two divisional artillery regiments.
6. (S/WN) Equipment observed indicates that some divisional units are better equipped than was
previously reported.' Each MRD tank regiment has an organic self-propelled artillery battalion equipped
with 12 SU-100 assault guns (Figure 2). Tank regiments of TDs have no such battalion. The antitank
element of at least one MRD has been identified as a regiment rather than a battalion, and the same
appears to be true of other MRDs, which have more than a battalion of antitank guns but less than a full
regiment. The MRRs of both MRDs and TDs appear to have an organic 18-gun artillery battalion
equipped with either 122mm howitzers M-30 or 76mm field guns ZIS-3, rather than one battery of ZIS-3s
(Figure 6).
7. (S/WN) The Romanians have introduced a number of new types of equipment in the past two
years. These include the Romanian M-1978 tank' (Figure 7), the Romanian 122mm MRL M1979 (Figure 8),
the Romanian PR-71 ponton bridge? (Figure 9), the Soviet 130mm field gun M-46, the Soviet 100mm AT
gun T-12, and the Soviet BIG FRED counter battery radar. The Romanian TAB-77 APC, a newer version of
the older TAB-72 is in production and has probably been deployed. However, its external appearance is
almost identical to that of the TAB-72, making it almost impossible to differentiate on satellite imagery.8
The Romanians have their own version of an SPAA gun. It consists of a probable ZU-23 AA gun mounted
in a cargo truck (Figure 10). A new Romanian truck-mounted bridge is under development9 (Figure 11).

New Unit Identifications
8. (S/WN) Two new nondivisional artillery regiments were established in late 1981 or early 1982.
One is in the 1st Army at Mihai Bravu and the other is in the 3rd Army at Lugoj (Figure 12). Each regiment
is equipped with two battalions of 152mm gun howitzers ML-20 and one battalion of 130mm field guns
M-46. The regiment at Mihai Bravu also has a battery of 122mm MRL M1979. A previously unknown
nondivisional artillery regiment has been identified at Medgidia in the 2nd Army. This regiment, present
since at least 1972, has one battalion of ML-20s and two battalions of 122mm howitzers M-30.
9. (S/WN) A new, probable nondivisional AT regiment was identified in May 1982 at Sighisoara
Army Barracks in the 4th Army. The regiment is equipped with 72 probable 76mm field
guns ZIS-3. Construction of this installation began in early 1980 and was almost complete in May 1982.
10. (S/WN) In October 1981, a nondivisional AAA regiment was newly identified at Tirgoviste in the
1st Army. This new regiment is probably the AAA regiment that departed Lugoj in the 3rd Army some-
time in 1981. The equipment types of the AAA regiment at Tirgoviste is essentially identical to those of
the regiment missing from Lugoj.
11. (S/WN) A probable reserve MRR was newly identified in 1981 collocated with the 227th MRR at
Cluj in the 4th Army. This unit, present since at least 1978, consists of three MRBs with 24 TAB-72s each, a
truck-mounted SPAA battery, and a battalion-sized support unit (Figure 7).
Mountain Infantry Brigades
12. (S/WN) Little information has been obtained about the organization and equipment of the
Romanian mountain infantry brigades. However, an analysis of units identified in the DIA Ground Order-
of-Battle' as mountain infantry suggests that each brigade is composed of from four to seven battalions.
Each battalion consists of 40 to 50 cargo trucks, 20 to 25 ARO-240 scout cars, and at least one battery of
mortars. The one confirmed mountain artillery battalion is equipped with probable Yugoslavian 76mm
mountain guns. Some mountain infantry battalions appear to have reserve or militia units collocated with
them. Although the headquarters of the three mountain infantry brigades are in the 3rd and 4th Armies,
their subordinate battalions are in all four armies. Therefore, no subordination above brigade level has
been assigned.
