act.

struggle against Malaysia a "common
task" of the Chinese and Indonesian
people. At the Tunkuts invitation,
Chinese Nationalist Foreign Minister
Shen is en route to Kuala Lumpur
for four days on a trip announced
publicly as taking him "to Bangkok
and other places."
a. We hear again that the
Viet Cong in the Saigon area are
being told to concentrate now on
infiltration and subversion--as
opposed to terrorism.
b. Agents are to start a
whispering campaign blaming reli-
gious clashes on Americans and
painting Khanh and Khiem as US
stooges. Popular agitation and
Buddhist attacks on Khanh are to
be fostered.
/ a recent article in a
Saigon newspaper thought to be a
mouthpiece for Buddhist leader Tri
Quang attributes religious strife
to American influence.
