1? Cyprus
a. The temperature is rising
on the island as a result of some
of the most serious clashes since
the cease-fire was arranged last
December.
b. Much of the trouble is in
outlying areas where Turkish Cypriots,
gripped by stark fear of the Greek
Cypriots surrounding them, continue
to group together in more preponder-
antly Turkish populated sectors.
c. The Greek Cypriots see
this movement as an effort to
achieve de facto partition. They
feel it must be stopped. Hence
the harassment.
d. Passions in Turkey are
being inflamed by lurid dispatches
telling of the plight of the Cypriot
Turks.
f. A Greek Cypriot cabinet
member has told us that his govern-
ment is now drafting a resolution
to be presented to the Security
Council. It will call on all parties
to abstain from aggressive, action
while the composition of a peace-
keeping force is discussed.

g. The Greeks are agreed with
Under Secretary Ball that it would
be a bad idea for Makarios to go to
the UN before the composition of a
peacekeeping force was decided.
h. They say they have so
advised Makarios and have his agree-
ment to do nothing until after Sun-
day's elections in Greece.

2. France-China
a. The French, as they said
they would, provoked a break in
relations with Taipei.
b. They told the Nationalists
that the arrival in Paris of Peiping's
charge would mean Taipei's representa-
tion in France had "lost its raison
d'etre" as the new charg?ould be
treated as the representative of the
government of China.
c. Peiping has clearly insisted
that the break with Taipei be accom-
plished before relations were estab-
lished, and France has just as clearly
given in.
d. The French made it plain
they do not consider the Nationalists
to represent anybody.
e. Taipei's communiqu?n the
break states that France's decision
to exchange charges d'affaires with
Peiping "damaged beyond repair the
existing relations between the
Republic of China and France:'
f. Taipei says it finds such
action "no longer tolerable and has
therefore decided to cease diplomatic
relations with the French Government
as of 10 February 1964."

4. Cuba-US
a. The Viet Cong continued on
the offensive through the weekend and
into yesterday, not only with major
attacks against two district capitals
at opposite ends of the country, but
with widespread terrorist bombings
and sabotage elsewhere.
b. The Viet Cong will probably
use the unilateral cease-fire which
they set for the lunar new year's
holiday (11-17 Feb.) to re-equip
and get set for further onslaughts.
c. Indications are that the
northern .provinces may then get the
worst of it as a result of improved
Communist logistic capabilities in
south-central Laos,

5. Maphilindo a. The three-way ministerial
Talks talks in Bangkok adjourned yesterday
with Indonesia still refusing to pull
its guerrillas out of Malaysian
territory.
6. Cuba-USSR
b. Sukarno has told Ambassador
Jones they will stay where they are
until the whole Indonesian-Malaysian
problem is resolved.
c. The ministers did agree to
continue the cease-fire and to meet
again, probably later this month.
d. Meanwhile, Malaysia's Tunku
Rahman is in Phnom Penh for talks
with Macapagal, who afterward will go
to Djakarta for talks with Sukarno.
e. The Indonesians are hot
after ?a plebiscite or some other
means to ascertain desire of the
people of North Borneo to adhere to
Malaysia. They will be bargaining
hard to get it.
a. Soviet ship to
bring arms to Cuba this year
b. It apparently is carrying
some MIG-15s and a couple of MIG-21s
in crates on deck.

8. Iraq-Kurds
a. The Israelis are reported
ready to begin testing at least one
of three pumps they will use to divert
Jordan River water from Lake Tiberias.
b. When they do, the Arabs
will be faced for the first time with
actual diversion of water rather than
with the preliminary construction
that has gone on so far.
c. We have had no indication
of extraordinary activity on the
Syrian side so far, although the
Israeli say Syria attempted to
shoot down one of their aircraft
over Israeli territory yesterday.
a. Baghdad radio is saying
President Arif and Iraqi insurgent
leader Barzani have come to an
agreement by which the Kurds will
stop fighting and the government
will recognize Kurdish rights "within
the unity of the Iraqi people."
b. Evidently this means some
form of autonomy, but we are not
sure yet just what.

c. Nor are we sure that this
deal, if it is anything at all, will
prove any more lasting than earlier
ones.
d. For one thing, Barzani has
been at odds with wome of the more
radical Kurdish political leaders.
e. He probably could not keep
them in line if the agreement, as
seems likely, falls short of their
demands. They may well suspect the
government is only buying time.
9. Vatican-Czecho- a, The Vatican and Czechoslo-
slovakia vakia have worked out an agreement
on Church-state relations according
to which Archbishop Beran, (imprisoned
for 14 years until last fall for re-
fusing to sign an oath of allegiance)
will be coming to Rome in early March.
b. Beran may be elevated to
Cardinal, and might remain in Rome,
although he will still be Primate
of Czechoslovakia.
c. Prague, according to a press
release from Vatican City, will grant
liberty for Vatican-appointed Bishops
to exercise jurisdiction in their
dioceses, but there seems to be some
understanding that the Vatican will
ndot "insist" that previously imprisoned
Bishops (originally there were ten)
return to their dioceses.

10. Arab Rap- a. King Husayn announced yes-
proachement terday, according to the press, that
he will soon extend recognition to
the Yemen Republic government*

in the building of closer relations
between Jordan and Egypt which grew
out of last month's Arab summit
meeting.
c. Ben Bella, meanwhile, is
saying from Algiers that his inter-
mediaries have "solved" all the
problems between Saudi Arabia and
Egypt.

NOTES
A. Berlin The West Berlin Senat has decided to let
the East Germans reopen and staff pass-issuing
offices in West Berlin for three weeks next month.
They will process applications for weekend visits
in East Berlin during Easter (29 March) and
Whitsunday (17 May). Erhard has yet to approve,
and probably will.
C. Nordic nuclear free zone Finnish officials think
Khrushchev, during his round of Scandanavian capitals
in June, will push hard for Kekkonen's Nordic nuclear_
free zone proposal. They are not happy at the prospect,
according to what the foreign minister told departing
Ambassador Rowan, as they feel the proposal should
not be taken seriously.
