1. L os a. Today's deadline for an agree-
ment on the evacuation of foreign forces
has not been met, but the situation may
still be retrievable.
b. Souphannouvong says he reads
the Geneva Agreement as giving the
Laotians until midnight tomorrow to
arrange for the establishment of check-
points and withdrawal routes, and there
are signs that the Pathet Lao side may
be prepared to concede a minor point or
two.
c. In Moscow yesterday, Pushkin
took a casual view of the whole affair,
saying that the current squabbling was
only the natural aftermath of armed
conflict and that if agreement was not
reached on the appointed day, it would
be shortly thereafter.
d. Meanwhile, an indication that
all is not well between Communist and
neutralist field forces/
Kong Le II
complained that Hanoi
is supplying only the Pathet Lao and
the neutralists' need is dire.

a. There has been no violence
in West Berlin since early yesterday
morning.
b. The Soviets are still balk-
ing at the convening of a meeting of
the four commandants to consider the
situation. They have, however, twice
sought a bilateral meeting with Gen-
eral Watson.
c. The chief of the US Military
Liaison Mission in Potsdam is to meet
at noon today with General Yakubovsky,
the commander of the Soviet forces in
Germany, who presumably will demand
that the US "restore order" in West
Berlin and guarantee the safety of
Soviet personnel.
c. Nehru's latest declaration on
the border problem,
was that the Chinese must withdraw
from Ladakh before negotiations can
begin.

B. Algeria The delivery to Ben Bella of MIG aircraft
now in Cairo is hung up by the failure of Libya and
Tunisia to provide transit rights. Ben Bella has
been told to do what he can on his end.
