1. South Vietnam: Pressure for changes in
the Huong government continues.
We have no details, but press reports say
Huong was criticized on some of his appointments
at a meeting with the High National Council to-
day. Huong is said to have made no promises
to make changes.
The students, as they had threatened,
apparently were again demonstrating in Sai-
gon today despite Huong's warning last week-
end that he would take strong measures if
they did so.
Buddhist leader Thich Tham Chau is egging
the students on, and has said he will demand
Huong's removal unless he appoints a new cab-
inet right away.
There is some uncertainty where Khanh and
the military stand. Huong has expressed doubt
of Khanh's reliability, a
number of other prominent generals believe
Huong must go unless he knuckles under and
makes cabinet changes.
At a distance it is hard to judge timing,
but experience suggests that further big
changes may be impending in Saigon.

2. Israel-Syria: The sharpest exchange of
border firing in over two years has apparently
been stopped by the UN armistice commission,
after casualties on both sides.
The situation had been gathering steam
in the area concerned for some time, and a
series of comparatively minor incidents had
occurred.
The Israelis have again demonstrated
their unhesitating willingness to apply max-
imum force if necessary. This time they used
aircraft to silence Syrian tanks emplaced
near the border.

4. Congo-UN: Tshombe is apparently consider-
ing a visit to the UN.

5. Sudan: Khartoum seems to be settling
back into its customary torpor.
The moderates in the new regime are taking
a stronger line against the Communists by in-
sisting, for example, that there be no repeti-
tion of last Tuesday's riots--which were fo-
mented by the Communists.
The powerful Ansar politico-religious
sect is backing the demand for a return to
law and order. The Ansar has broad influence
in both civilian and military circles.

6. Czechoslovakia: The Novotny regime seems
to be angling for some gesture of US support
for its recent show of independence from Mos-
cow.
This was the burden of a pitch made to
the US Embassy in Prague by a US defector,
who said Novotny and company intend to emulate
Yugoslavia and follow an "independent Commu-
nist policy."
The defector suggested that a US invita-
tion to Czech Premier Lenhart, perhaps to
attend some cultural function, would be a
"useful initial indicator of US interest."
7. Indonesia-Portugal: Sukarno may be con-
sidering an aggressive move against Portuguese
Timor,

8. UN: Gromyko has told Ambassador Kohler
that the Soviet position on the Article 19
problem Is unchanged.
Kohler comments that he got the impres-
sion Gromyko might decide not to attend the
General Assembly because of this problem, and
might refuse to talk to Secretary Rusk if he
did attend.
Gromyko reiterated that the Soviet gov-
ernment does not understand why the problem
has been posed in such sharp terms immediately
after the US elections.
Various efforts to draw the teeth of the
Article 19 problem continue. General Assembly
President Sosa Rodriguez and a small group of
other UN ambassadors are trying to get support
for a "voluntary rescue operation."
Soviet UN officials in New York are say-
ing that Moscow cannot agree to go along.

10. Communist China-North Vietnam: Chinese
Communist pilots seem in full control of
the training being given North Vietnamese
pilots at Phuc Yen airfield near Hanoi.
This training activity has increased
steadily since it was first noted in Mid-
August.

13. British Guiana: Observers are predicting
Premier Jagan's defeat in the election next
month. They feel, however, that this increases
the chances for a resort to violence by his
party, either to stop the election or to bring
down a successor government.
