Nhu's hand is the dominant one in the
present situation in Saigon.
b. Several officials--including
army gnerals--tell us that Nhu tricked
the army into declaring martial law
and thus used his own special forces
and police to raid the pagodas with-
out the army's advance knowledge.

cise balance of power between Diem,
Nhu, and the military remains ob-
scure. There are still many profes-
sions of loyalty to Diem and expres-
sions of concern among the military
over Nhu's apparent increase in power.
