Laos a. The Laotian cabinet decision on Tuesday to recognize Communist China, East Germany and North Vietnam,is bound to stir up a diplomatic tempest. b. With a Chinese Nationalist am- bassador already accredited in Vientiane, the next move should be up to Peiping, which has never before agreed to dual representation, but Taipei could solve the Communists? dilemma by withdrawing on its own. c. Through this action Laos is on the way to becoming the first non-Communist country to recognize East Germany and is inviting both diplomatic and economic retaliation from Bonn, which has been contemplating an aid offer. Brazil Both Goulart and his parliamentary foes are preparing for another test of strength over the issue of presidential powers when the Congress reconvenes next Monday.
