1. Cyprus
a. Although U Thant's pro-
posals for easing the Cypriot crisis
appear acceptable to Greece and Brit-
ain, Turkey may oppose them.
b. There is also no assurance
that the Greek Cypriots will buy the
Secretary General's plan.
c. Makarios has repeatedly in-
sisted that the Security Council must
pass a resolution condemning aggres-
sion against his country and reaffirm?
-
ing Cyprus' territorial integrity
before he will discuss the question
of an international peace-keeping
force.
d. Newest trouble spot on the
island is the town of Polls in the
extreme west. British troops had
been shifted from Polls to Limassol
during the height of fighting in the
latter city last week.
e. Although press reports in-
dicate that another 300 troops are
being sent from Britain to augment
the present 50000-man force, British
forces are still insufficient to
police the entire island.

g. Turkish correspondents in
Cyprus continue to send home inflam-
matory reports. A 17 February dis-
patch to an Istanbul newspaper re-
ported that a Greek militia force of
700 men had disembarked at Limassol,
?even though the British truce force
commander had already denied this
story.
h. The press report also
warned of an "imminent mass offen-
sive" by the Greek Cypriot irregu-
lars against Turks on the island.

dian Wheat
a. The head of the Canadian
wheat board is now in Moscow, prob-
ably for preliminary talks about
future Soviet wheat purchases.
c. It is quite likely that
the Canadians are being sounded out
on more wheat deliveries later in
1964. (The Soviets have bought all
the wheat that Canada feels it is
able to ship until July 1964--6.8
million tons.)
d. Weather has been poor in
some of the Soviet winter wheat areas,
and this spring's crop may be no bet-
ter than last year's. Though Khru-
shchev is sounding optimistic, it is
too early to tell about the later and
more important summer crop.
e. Thus, it is only prudent
for Moscow to make at least contin-
gency arrangements.

4. Somalia-
Ethiopia
a. Incidents are still occur-
ring along the border, and each side
has charged the other with new ag-
gression.
b. It may be that everyone
does not yet have the cease-fire
word issued by both governments on
Sunday. It is also quite possible
that the troops out on the firing
line are not too responsive.
c. There is, for example, no
reason to believe that the Somali
tribesmen within Ethiopia have been
or can be restrained.
d. Embassy Mogadiscio reports
that unrest, partly directed against
foreigners, is growing in the city.
Mogadiscio had been calm during last
week's fighting.
5. North Vietnam a. Hanoi appears less than
USSR satisfied with the results of the
31 January-10 February visit of
its representatives to Moscow.
b. In an editorial on Satur-
day, Hanoi welcomed the renewed
pledge of Soviet support mentioned
in the communique" following the
visit, but declared the pledge must
be translated into "practical deeds"
to form a "valuable contribution"
to the war.

cal deeds" Hanoi may have requested;

A. UK The latest Gallup poll shows Labor maintaining
a?lead of 10.5 percentage points over the Conserva-
tives. According to Gallup, the number of people
expecting Labor to win at the next general election
has risen in the last month from 45 to 57 percent
of the electorate.
B. South Vietnam Yesterday's grenade incident, in
which a US Army officer was slightly wounded, marks
the fourteenth attack against Americans since the
end of January and the fifth in a week. Viet Cong
terrorist bombing seems to be shifting from a pat-
tern of scattered attacks throughout Saigon to one
of zeroing in on the American community.

D.? Eastern Europe The Ford Foundation has established
an exchange program with Hungary for the first time.
?A Foundation team is soon to go to Budapest in the
hope of selecting 25-30 Hungarians. Polish authori-
ties, whose resistance over selection procedures
forced suspension of the program for'the past two
years, have also finally come around; about 60 Poles
will come to the US this year.

Gabon A military coup took place last night in
Libreville. Radio Libreville claims President Mba
has been arrested. The coup seems to have been led
by an Army lieutenant. Mba has been considered pro-
West and especially pro-French.
