a. Tshombe's drive for power
is sending nervous shivers down
political spines in Leopoldville.
b. Among the most concerned
is Kasavubu who wants very much to
remain president. Under the new
constitution, the presidency be-
comes the most powerful office in
the land.
c. For his part, Tshombe
clearly does not intend to let
sentiment stand in his way.
d. Meanwhile, in the east,
the Tshombe regime is zeroing in
on the North Katangan rebels, very
likely with a view to ensuring a
safe haven if all does not go well
in Leopoldville.
a. The Brazilian Congress
will vote in the next day or so on
a draft constitutional amendment,
one effect of which will be to ex-
tend Castello Branco in office
until March 1967.
b. Though he is on public
record as opposed, there is reason
? to believe that this is a matter of
political expediency and that he
will agree to serve.

large and there are signs that popular opposi-
tion to Duvalier may be awakening.
