a. At no time while the Soviets
were obstructing our convoy did we
see signs of unusual Soviet mili-
tary activity.
b. There was no interference
with the convoy at Babelsberg.
a. A number of past functions
of the Interior Ministry are being
moved over to the Ministry of Agri-
culture, including the such impor-
tant programs as rural affairs and
strategic hamlets.
b. These functions, as keys
to the counterinsurgency effort,
receive substantial aid funds. Their
transfer out from under Minister of
Interior Ton That Dinh is probably
intended to cut back some of the
alarming potential for trouble mak-
ing that he is accumulating.
c. This potential continues to
grow. Two of Dinh's former subordi-
nates have been proposed as commanders
of the military corps areas immediately
north and south of Saigon.

d. The first Viet Cong reaction
to the coup was a flurry of attacks
in the Delta, particularly against
strategic hamlets (now called "forti-
fied" hamlets by coup leaders to get
away from Nhu's terminology). Most
have been repulsed, however, with
only light government losses.
a. The Soviets have apparently
not maneuvered their highly touted,
"maneuverable" Polet I satellite since
the early moments of its first orbit.

b. He is going ahead with
Soviet offers and training programs
and hopes this will not affect
friendly relations with the West.

simmering down and war hysteria no
longer appropriate to his needs,
Ben Bella is once again maneuvering
to keep control on the political
front.

b. At the moment he appears to
be buying his foes by selling his
friends.
d. He and Boumedienne have
never trusted one another, and the
latter is vulnerable because he was
apparently responsible for the attack
on Figuig after the cease-fire.
Boumedienne may not be too easy to
dispose of, however.
a. The athletic Games. of the
Newly Emerging Forces which get
under way in Djakarta next week seem
to be surpassing Sukarno's fondest
hopes.
b. Forty of the fifty-three
countries invited are sending partici-
pants, including a number from Latin
America, Communist China is send-
ing a rousing 670 (about half are
athletes).
c. The government is currently
preoccupied with arrangements.

NOTES
A. USSR-India The Indian government is under the im-
pression that Khrushchev plans to visit Ceylon and
Nepal before the end of the year and has renewed its
invitation to him to visit India as well.
B. Syria The Baathist regime has been belaboring
Syria's "bourgeoisie" to such an extent recently
that many influential upper and middle class mem-
bers are trying to leave the country. Those being
scared away by talk of collectivization and elimin-
ation of private enterprise are, of course, the ones
with the technical training the regime needs most.
The important elements of Syrian society antagonized
by the Baath have not yet coalesced into an effective
opposition.
