a. Indonesian Communists are
making strong bid for cabinet mem-
bership. Party Chairman Aidit on
Tuesday dropped an implied threat
that continued exclusion from the
government could lead to civil war.
b. We read this statement as
an attempt to play on Sukarno's pre-
occupation with national "unity."
Also, the Communists have probably
heard that Sukarnois
toying with plans for a cabinet re-
shuffle soon.

a. Yemeni leaders are telling
US Charge Stookey that the UAR mili-
tary presence is already being re-
duced, with only 8,000 Egyptian troops
remaining.

support this claim.

a. Tshombe was back in Elisa-
bethville last night, subject only
to the UN curfew. He was to return
today to the UN column, which was
thirty miles from Sakania last night,
but we have.no recent word.
b.
Tshombe has sent
instructions to Kolwezi forbidding
further destruction there. He told
the press UN entry into Kolwezi can
be "negotiated."
c. The press corps came away?
from the interview feeling that
Tshombe had learned little from re-
cent experience and is busy trying
to push things back as far as pos-
sible toward the status quo ante.
d. UN "probing and edging"
operations toward Kolwezi are meet-
ing with little resistance.

a. In talking to our embassy
about the next round of talks--sched-
uled to open in New Delhi on Wednes-
day--Indian officials are bearish
on the prospects (as are the Paki-
stanis).
b. The Indians are very doubt-
ful about the seriousness of Paki-
stani intentions and fear the Paki-
stanis will stall by propagandizing
and reviewing history (the Paki-
stanis probably would say the same
about the Indians).
c. They also say the US should
impress on the Pakistanis the need
for "realism," i.e., not to aim to
achieve too much in the way of an
agreement. Adding it all up, however,
Galbraith concludes that, in the pro-
cess of exploring ways for keeping
the talks going, a little more "give"
has entered the Indian position.

D. Chinese Nationalists Taipei is attempting to make a
? paper victory out of the recent Communist announcement
that nine Nationalist guerrilla teams had been rolled
up. ? Government spokesmen claim the nine were but a
? small part of an operation which has dealt the Commu-
nists "serious blows," created "great unrest" and sent
morale to an "unprecedented low." ?

E. USSR a new medium
tank, the T-62, which may soon be going to Soviet
units. It has a smooth-bore gun with an armor pene-
tration capability far superior to that of the gun
on the present medium tank, the T-55.

East Germany For a week the East German army has
been engaged in an extensive field exercise. Almost
the northern half of East Germany has been barred to
Allied liaison missions until midnight Sunday to keep
them from watching it. The extent of the acti7ity,
is un-
usual tor thlS season, but we think the East Germans
may only be trying to make up for training time they
lost during the Cuban crisis.
