1. Cuba
a. Kuznetsov says withdrawal
of forty-two IL-28s will begin today.
Three ships will be involved: the
OKHOTSK departs Nuevttas (port on
north coast of Camaguey Province) to-
with twelve on board; the KASIMOV
and the KRASNOGRAD depart Mariel (west
of Havana) tomorrow or Friday with
fifteen each aboard.
e. Cuba has filed with the UN
Secretariat a draft declaration for
presentation in the Security Council.
It is wholly unacceptable to us, and
Stevenson has pointed out to Kuznetsov
that it might be better to have no
Security Council meeting on the dec-
laration if it stands./

g. One of the coast-defense
cruise missile sites (at La Sierra
on the south coast near Cienfuegos)
now appears abandoned. We have no
explanation for this yet, but are
watching the others.

a. Pakistani officials plaaLto
move as quickly as possible toward
opening talks with India at the min-
isterial level, perhaps this weekend.
b. The Indian High Commissioner
in Karachi
expressed his
belief that Pakistani hopes have been
built up too high, since, he says,
India really has nothing to offer.
He said this was especially true of
the Vale of Kashmir, which is the key
to Ladakh and essential to Indian
efforts to recover lost territory
there.

the Indians that
the USSR is fully sympathetic to
India on the border dispute with China.
They suggest that India agree to talk
with the Chinese without, however,
either accepting or rejecting the

himself.

f. The Chinese press today charges
the Indians with a "provocative" intrusion
(by two soldiers in a jeep) in Ladakh.
It makes much of Chinese restraint in
holding fire.
g. One of the soldiers was
wounded by a mine which Peiping says
had been planted earlier by Indian
forces. This raises the possibility
that the Chinese will mine their cease-
fire zone heavily.
h. Troop movements from China
into Tibet have continued since the
cease-fire.
3. Laos a. Phoumi is now in Hanoi.
?b. He left Peiping yesterday
after obtaining a promise of a long-
term loan (amount unspecified) for
industrial construction. The Chinese
also said they would consider a
Laotian request to extend the road
they have been building from China
Into Laos.
c. We expect further moves to
restrict our airlift operations now
that the Soviet planes are arriving
in Vientiane.

4. Yemen
d. Souphannouvong says that
further incidents can only be avoided
if we confine our planes to territory
controlled by the rightists.
e. The Soviet ambassador in
Vientiane freely acknowledged Pathet
Lao responsibility for the shoot-down
of our plane. Ambassador Unger gained
the impression in a friendly talk with
him Monday that Afanassiev will have
words with the Pathet Lao on the matter,
but he is not sure how much weight they
will carry.
f. Afanassiev says the Soviet air-
craft will be formally turned over to
Souvanna, but that Soviet technicians
will remain "for several months."
b. Fighting in the north and
east continues following attacks by
royalists near Sada and Sirwah.

c. Ambassador Bohlen does not
think that even a message from the
President to De Gaulle will alter his

of us and the British, but he thinks
it worth a try.

a. Tshombe is in the hinterland
making noises about a Katangan fed-
eration with Northern Rhodesia. It
is mostly talk so far, but Consul
Dean believes Tshombe may become con-
vinced this is the best way out.
b. Adoula has not yet made up
his mind about coming to New York.

Kasavubu are due to arrive in Bukavu,
in Kivu province, tomorrow.

B. Turkey influential military officers sent 50X1
abroad two years ago to cool off are now being allowed
to return. The political ardor of these radical, reform-
ist "young Turks" is undiminished and we expect they will
become a nucleus around which other extremists will?
gather.
C. Cuba-Cambodia Sihanouk has accepted an invitation to
visit Cuba next February and has indicated he will be
sending an ambassador to Havana in January.
D. Argentina Economy Minister Alsogaray and his entire
economic team resigned last night in response to heavy
pressure from every quarter. He had been able to hold
on by selling himself as indispensable in obtaining
foreign aid, but his domestic program has been thoroughly
ineffective in curbing inflation, bankruptcies, unemploy-
ment, and worker unrest.
E. USSR Two articles by top Soviet Rocket Forces commanders
have appeared in the Soviet press in the past few days.
They again put forth standard Soviet claims to superiority
in intercontinental missiles and success in anti-missile
defense. As usual, however, neither is specific in saying
what grounds there are for the boast, and both avoid
claiming an operational anti-missile system.
