b. The latest word we have
on the withdrawal of Vietnamese
forces is negative. Five "mili-
tary technicians," who were sup-
posed to have checked out of
Nhommarath under the eyes of the
ICC on Tuesday, failed to turn up
and have not been heard from since.
C, In Vientiane, meanwhile,
the Pathet Lao minister of informa-
tion has taken a hard line on the
Meos. His side, he declared, in-
tends to put an end to supply
flights to these people after
7 October, using force if neces-
sary, and without regard to whether
Souvanna likes it or not./

Exercise
A. The preliminary phase ended
on Thursday and large-scale movements
commenced yesterday in Czechoslovakia
and East Germany. Polish, Czech, and
East German, as well as Soviet elements,
are taking part.
b. As best as we can make out,
the exercise consists of a holding ac-
tion against an imaginary NATO penetra-
tion toward Leipzig in southern East
Germany, together with an all-out de-
fense against an attack across the plains
of north Germany,

Moscow, moving to make good
on a deal negotiated a year ago,
is set to deliver TU-16 jet
medium bombers to Iraq next week,
It is also committed to turn over
missile-equipped MIG -21's
MIG-15 trainers, and IL-28
jet light bombers before the end of
the year. When this is done, the
value of military assistance ren-
dered to Baghdad since 1958 will
total about $350 million.
a. The new regime now calls it-
self the "Yemeni Arab Republic" and
has established an administrative
structure headed by a revolutionary
council. Abdullah al-Sallal, ?the
Imam's erstwhile bodyguard who led
Wednesday's revolt, has assumed the
positions of prime minister and com-
mander-in-chief.
b. As expected, the figures now
emerging from the shadows to take re-
sponsible positions in the government
are turning out to be members of the
UAR-sponsored Free Yemeni Movement,
So far, Sallal's deputy, the foreign
minister, and the education minister
have been so identified.
c. Sana radio this morning
claimed the regime has been recognized
by the USSR. We have heard nothing
from Moscow. Cairo definitely has made
the move.

NOTES
A. Portugal We understand that Salazar is thinking of
making former defense minister Santos Costa governor-
general in Angola. Santos Costa, a hard-nosed charac-
ter, has never seen much percentage in being easy on
Africans.
B. Finland-UK The Finns have once again asked London to
sell them guided missiles. This time it looks as though
they may get them.
D. South Vietnam The Diem government, anxious lest neu-
tralist sentiment take hold in its own back yard, has
been quietly rounding up people suspected of harboring
the idea that neutrality holds the best promise of
bringing an end to the fighting in South Vietnam.
