1. USSR - Middle a. Moscow is stepping up its
East effort to bring international pres-
sure on Iraq to halt military opera-
tions against the Kurds.
2. East Africa
b. The Soviet statement of 9
July to Iraq charged that CENTO mem-
bers and Syria are undertaking "joint
measures" against the Kurds.
c. By this tactic Moscow seeks
to undermine Baghdad's position that
the Kurdish problem is strictly an
internal Iraqi affair and lays the
groundwork for an appeal for UN or
other international action.
a. East African leaders are
threatening to turn east toward the
Soviet Bloc if Tanganyika President
Nyerere's talks with President
Kennedy next week are not productive
regarding South Africa.
b. Tom Mboya, Kenya's Minister
of Justice, told the US consul
general in Nairobi that Nyerere will
ask for US support in ousting South
Africa from all international bodies.
He also plans to ask the US to cut
off investment in South Africa and
to embargo US arms shipments to South
Africa.

Mission recently in the USSR and has
urged the signing of a trade agree-
ment.

a. President Sukarno said
yesterday that Indonesia will not
recognize the projected Malaysian
federation, scheduled for formal
inauguration on 31 August.
b. Sukarno claimed the Malayan
Prime Minister Rahman has broken a
promise that a referendum would be
conducted in the Borneo territories
before Malaysia was formed.

B. Ecuador-Mexico-Cuba Ecuador has asked Mexico not
to issue transit visas to Cuba-bound Ecuadoreans.
Mexico on 1 July prohibited the issuance of travel
visas to foreign nationals if their government's
regulations prohibit travel to Cuba.
C. Ecuador
officers in Quito and elsewhere
are discussing plans for a coup against President
Arosemena. They hope to form a military junta before
congress convenes on 10 August. Thus far, however,
these preliminary plans lack support from any of the
established political parties.
