1. Panama
a. A lull has decended in
Panama on the scene of earlier dis-
orders, probably as attention turns
to the funeral today for Panamanian
casualties. More violence is likely,
however.
b. Word now coming from the
hinterland tells of attacks on US-
owned property at several locations.
Some 25 American families from the
banana plantation area in western
Panama have sought refuge in Costa
Rica.
c. American casualties number
three killed, all military, and 89
wounded. Many of these resulted
from sniper fire directed into the
Zone from Panama.
d. We know of at least 13
Panamanian deaths. There may be
more. At least five of these were
from suffocation in the burning of
the Pan-Am building.
e. The Security Council ad-
journed without further ado last
night after adopting a Brazilian
motion calling on both parties to
stop the violence and turn media-
tion over to OAS.
f. An OAS mission arrives in
Panama this morning. Venezuela has
taken the lead in supporting Panama.
Other Latin American countries are
likely to fall readily in line.

b. French Defense Minister
Messmer told a group of Australian
newsmen Wednesday that France was
determined to carry out "high-alti-
tude atomic and hydrogen bomb" tests
in the Pacific, perhaps as early as
1965.

d. Messmer said the test site
would be 700 miles southeast of
Tahiti, which would substantiate
other indications the Mururoa atoll
has been selected.
e. Construction work is already
reported under way there, and Messmer
is now on an inspection tour of the
area.

NOTES
A. Berlin West Berlin and East German officials have
W-07-6Fa to begin a new round of discussions on passes
next week. The first meeting probably will be next
Friday.
B. Bolivia-Cuba President Paz has told our ambassador
that he could not break relations with Cuba now be-
cause it would cost him votes in next June's elections.
He might reconsider this stand after he is elected.
Meanwhile, he has promised to make it more difficult
for Bolivians to travel to Cuba.
C. Indonesia-Japan Sukarno's visit to Tokyo is now
on again, witE arrival set for 15 January after his
current four-day stay in Phnom Penh,
E. Bulgaria-US Faced with Minister Anderson's adamant
stand, the Bulgarians have let the deadline go by
for their "ultimatum" that we close our legation
windows in Sofia. Instead, the Bulgarians are mut-
tering about another "spontaneous demonstration"
to protest the NBC-TV film on Mrs. Anderson's work
in Bulgaria.
