a. A civil war is shaping up,
with direct backing from the UAR for
one faction and from Saudi Arabia
for the other.
b. Prince Hasan is encamped
near the Yemeni border in Saudi
Arabia where he is workin to et
a countermove organized.
c. The rebels, meanwhile, are
hopeful that arms and equipment
promised by Cairo will begin arriv-
ing today. They will also look to
the Soviets, who have now recognized
the new regime.
a. So far so good with Leopold-
ville's campaign in South Kasai; by
judicious use of the customary
bribes, the Central Government has
managed to rearrest "King" Kalonji
and some of his coterie and to ob-
tain the services of some of the
Kasai gendarmerie.

the bulk of
the Kasai gendarmerie has declared
"loyalty" to the commissioner it has
appointed to run the province.
c. We doubt that, the numeri-
cally superior Kasai gendarmerie is
all that loyal to a commissioner
imposed by Leopoldville, and in the
circumstances, the same customary
techniques might throw the whole
operation into reverse.
? a. Mayor Brandt believes the
East Germans might be willing to
relax restrictions on the movement
of Germans between East and West
Berlin.
b. East German trade officials
have hinted at a readiness to do
something along these lines if Bonn
would extend the credit arrangements
in existing interzonal trade agree-
ments.
c. Bonn is willing to do this
and has authorized its interzonal
? trade official in Berlin to explore
the matter further.

a.
the Chinese have started using
troops instead of police and border
guards to patrol their border with
the USSR.
b. With relations at a low ebb,
the Chinese evidently do not exempt
the Soviets when they speak, as their
Party plenum did last week, of the
danger of agent infiltration and sub-
version by the imperialists.
c. We have already noted that
Soviet consulates are being closed
and the Chinese are
"urging" White Russian emigres still
in Manchuria tq clear out.
a. Souvanna yesterday asked
us (and the Soviets) to provide air
transport to supply troops in out-
lying areas in the period before
they are integrated.
b. Ambassador Unger sees this
timely request as just what is needed
to justify continuation of Air
America operations.
c. Souvanna, under pressure
from the Pathet Lao, had earlier
been making ominous noises about
curtailing if not ending Air America
operations to supply the Meo
guerrillas.

to bring all air supply operations
(Soviet. included) under his govern-
ment's control. We assume the Pathet
Lao would then try to Veto any
, further aid by us to the Meo.
a. Panama is no longer inclined
to push the idea of a Caribbean anti-
Cuba defense pact and will not bring
the matter up at the meetings which
open here today.
b. Panama's new reluctance
stems from a disagreement in Presi-
dent Chiari's cabinet.

NOTE
A. Mississippi events Ambassador Stevenson was sought
out by the UAR Ambassador at the UN yesterday and
told that President Kennedy's strong response to
the challenge in Mississippi was very gratifying to
friends of the US abroad, particularly to Africans.
This, he said, was the more true because Soviet
Bloc representatives on all sides had been freely
predicting a weak response.
