1. Cyprus
a. Bullets were flying yester-
day and again this morning as Greek
and Turkish Cypriots clashed at
Limassol, near one of the British
bases, and in the suburbs of Nicosia.
b. Both sides are digging in
for further trouble.
c. Greek Cypriot irregulars
are being familiarized with bazookas
and other small arms; women and school-
girls are being taught the use of hand
grenades. The Turkish Cypriots believe
that time is running out and that out-
side help is vital.
e. Turkish Prime Minister
Inonu told Ball yesterday that he
is more convinced than ever that the
Turkish Cypriots cannot be left to
the "mercies of Makarios."
f. Greek leader Papandreou, the
expected victor in the ?Sunday election,
favors the amended US-UK proposal and
sees a UN appeal only as a last resort.

2. Turkey
g. The Greek Cypriot foreign
minister was noncommittal when
handed the reworked proposals in
London yesterday.
h. Ball arrived in Nicosia
this morning to try to talk Makarios
into accepting them. The going is
apt to be tough. The Archbishop is
reported to have found the proposals
"unconstructive" and to hanker still
after UN involvement.
i. Another complicating factor
was introduced yesterday when U Thant
asserted he wants either complete
control or no responsibility.

both capitals say they want a peace-

widespread, the Belaunde Terry
government may shortly face a sharper
challenge from a group of pro-Castro
leftists whose leaders are talking
up a campaign of terrorism and
guerrilla activity.

organization may anticipate a move
by the government and is trying in
this way to head it off.
a. The French finance minister
says the Cubans are "current" in
their debts to French firms and are
consequently no longer considered
a bad credit risk by the ministry.
b. He sees no reason why
Havana should not get normal
commercial credits,
c. Across the world the Japa-
nese Foreign Ministry is saying that
Tokyo finds it very difficult to
effect reductions in the current
level of Japan-Cuba trade.
d. In fact recent British
and French deals are stimulating
pressures for ?an expansion from
Japanese business.

8. South Vietnam
a. Describing his action as
an effort to relieve tensions between
the US and Cuba, Foreign Minister Roa
told the Swiss ambassador in Havana
that a US aircraft would be permitted
to land in Cuba with a crew to repatri-
ate the hijacked shrimp boat "Johnny
Reb."
b. Roa did say he thought the
main US concern was a repeal of the
Guantanamo water ban, but he had
nothing further to say on this.

table and quickly and easily find
a basis for "peace, independence, and
neutrality in the south."
c. The Viet Cong's seven day
cease-fire in honor of the lunar
new year should begin today.
? d. One of its main purposes
is probably to feed the yearnings
of the peasants for an end to violence,
fear, and death and to place the onus
for the war on the "US controlled
cliques" in Saigon.

NOTES
A. Tanganyika Nyerere, who finds himself in somewhat
of a box after firing most of his own army and per-
mitting a number of police to be sent to Zanzibar,
seems to be trying to ease away from complete depen-
dence on British arms./

may ask for help from additional African states at the
OAU meeting which begins today.
B. Zanzibar President Karume, whose staying power we
have questioned, seems to be hanging on in good style.
Karume appears fully in control.
C. Congo (Brazzaville)
expect new demonstrations, perhaps extending to
violencelsparked by the leftwing Congo youth, or,
perhaps, another and larger upheaval by Youlou's
fellow Lan i tribesmen.
D. France-China Having been freed of restraints by
Taipei's move on Monday, the Chinese Communists are
quickly dispatching a charge to Paris. The French
expect him to arrive on Saturday. The French will
try to keep some representation in Taipei but will
not permit this to be a sticking point in the
exchange of ambassadors with Peiping.

F. Greece Ambassador Labouisse points out that the
death last week of former Deputy Prime Minister
Ventmlos removes a moderating influence from
Greek politics and gives Papandreou uncontested
sway over the Center Union Party. This, he notes,
will make the expected Papandreou victory at the
polls Sunday even less palatable to the palace
and the military.
G. Panama Panama's ambassador to the OAS, Miguel
Moreno has has returned from Washington a hero for
his strongly nationalistic performance. He may be
tapped to run for president on the ticket of the
? present government coalition. Coalition luminaries
reportedly see Moreno as a "national unity" candidate
who can beat presently favored Arnulfo Arias.
