The Ugandan Army has begun a large offensive against the dissident
National Resistance Armv
The government force is now
sweeping the Luwero triangle north of Kampala and reportedly will be
expanded to 6,000 or 7,000 troops before the operation is completed.
Comment: The Luwero triangle has long been the center of insurgent
activity despite continuous government efforts to establish control
over the area. Past Ugandan offensives there have resulted in a
wholesale displacement of the population and atrocities against
civilians. seriously strainina Kampala's relations with Western aid
donors.
