This is a final response to your 27 March 2003 Freedom of Information Act (FOIA) request for "all e-mails to and from the CIA from the domain ending in �googk.com from Jan. 1, 2005 to the present". The Agency cannot accept the portion of your FOIA request that seeks "all e-mails to...the CIA from the domain ending in @google.com from Jan. 1, 2005 to the present" because it would require the Agency to perform an unreasonably burdensome search. The FOIA requires requesters to "reasonably describe" the information they seek so that professional employees familiar with the subject matter can locate responsive information with a reasonable amount of effort. Because of the breadth and lack of specificity of this portion of your request, and the way in which the Agency configures its records systems, the Agency cannot conduct a reasonable search for information responsive to this portion of your request. We processed the portion of your FOIA request that seeks "all e-mails...from the CIA from the domain ending in @google.com from Jan. 1, 2005 to the present" in accordance with the FOIA and the CIA Information Act, 50 U.S.C. � 431, as amended. The CIA can neither confirm nor deny the existence or nonexistence of records responsive to this portion of your request. Therefore, the Agency has denied this portion of your request pursuant to FOIA exemptions (b)(1) and (b)(3). Enclosed is an explanation of exemptions for your reference and retention. You have the right to appeal the determination regarding this portion of your request by addressing your appeal to the Agency Release Panel within 45 days from the date of this letter, in my cafe.
