orojoes, which Was PrePered at the request of the Joint Chiefs
of Staff: and under the supervision of the Joint eourity Control,
has now been Completed.
It is my uederstanding that the Rotary Staff consulted
eloeely with you during its preparation, and that a major portion
of the rough drafts were edhaitted to you as the work progressed.
InasmuCh as the Report eovers the activities which you so
ably directed, it is felt that it should be submitted to you in
its final form for amp-desired somients prior to delivery to the
;obit Security Control for further processing. Under the direc-
tive of the Joint Chiefs of Staff, the ultimate distribution and
classification of the report will be deeded by that body, in
OPejunction with the Joint Security Control. It is our thought,
end we propose to recommend, that a claseification of "Soweto
'should be maintained, and that distribution be limited to those
Government agencies which might benefit free the experiences and
the lessons learned.
I have directed Colonel Pruden, Adjutant of the Strategic
Services Units to persomelly deliver and make, arrangements for
the return of a copy of the Report with your comments. Since es
are being- pressed daily by the Office of the Joint Chiefs of
Staff for the ookileted work, your earliest attention will be
appreciated.

MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
Subject: War Report on the Activities of the
Office of Strategic Services.
1. The War Report on the activities of the Office of Strategic
Services Which was prepared by a small, specially constituted His-
tory Project staff under my jurisdiction as Director, Strategic
Services Unit, has been completed. This work was undertaken one
year ago at the request of the Joint Chiefs of Staff and under the
supervision of the Joint Security Control.
2. General Donovan has not seen the War Report in its nnel
form, although he was closely consulted throughout and did see most
of the drafts in rough. It is recommended that a copy of the Report
be submitted to him for his review and comments prior to forwarding
it to the Joint Chiefs of Staff.
3. Subject to your approval, Colonel Pruden, who serves as my
Adjutant incident to SSU activities, will personally deliver a copy
of this report to General Donovan to be returned with his comments.
