Morning Meeting of 24 March 1967
DDCI was in the chair.
DD/I informed the DDCI that he had arranged a briefing for the
Assistant Secretary of Transportation on the Soviet supersonic trans-
port. He thought that the Director should be informed of the possibility
that Secretary Boyd might drop in on the briefing. DDCI asked Enright
to alert the Director.
Godfrey discussed the situation in Sierra Leone.

KENYA Tom MBOYA
Minister of Economic Planning and Development
Bright, capable and ambitious, Tom Mboya was
named Minister of Economic Planning and Develop-
ment on 10 December 1964. The post is important,
and loaded with difficulties as well as potential,
but it probably represents something less than �
Mboya wanted. For the moment, he evidently re-
mains outside the inner power structure of the
