OF CENTRAL INTELLIGENCE THREE AND A HALF YEARS AGO. SO, WHAT
I WILL GIVE YOU, WITHIN OUR TIME CONSTRAINTS, IS THE INDEPENDENT
VIEW WHICH THE AMERICAN INTELLIGENCE COMMUNITY PROVIDES TO
THE ADMINISTRATION AND TO THE CONGRESS ON WHAT WE SEE OUT
THERE AROUND THE WORLD, AND HOW WE GO ABOUT SERVING AS THE
NATIONS FIRST LINE OF DEFENSE-
THE SOVIET UNION STILL'DOMINATES OUR INTEREST. AS GREAT
KREMLIN WATCHERS, WE SEE CHERNENKO AS THE THIRD OF THREE AGING
AND SICK LEADERS. HE IS A TRANSITIONAL LEADER- WHETHER HE
DIES TOMORROW OR SOME YEARS FROM NOW IS NOT LIKELY TO MAKE
MUCH DIFFERENCE- WE ARE DEALING WITH A COLLECTIVITY, AN
INSTITUTIONAL FORCE WHICH WILL CHANGE ONLY SLOWLY. CIA BURIED
CHAIRMAN MAO SOME TWENTY TIMES BEFORE HE FINALLY DIED AND THAT
MADE US VERY CAREFUL ABOUT PREDICTING WHEN ANYONE MIGHT CASH IN-
WHAT WE DO KNOW IS THAT THE SOVIETS HAVE A LARGE AND
GROWING ARSENAL OF NUCLEAR WEAPONS WHICH ARE AIMED AT THE
UNITED STATES, WESTERN EUROPE AND EAST ASIA. ON TOP OF THAT,
NEW MISSILES AND MISSILE CARRYING PLANES AND SUBMARINES ARE
BEING DESIGNED, DEVELOPED, TESTED AND DEPLOYED IN AMAZING
PROFUSION. THIS IS COMPOUNDED BY THE WORK THE SOVIETS HAVE
CARRIED ON OVER THE LAST DECADE TO IMPROVE THEIR CAPABILITY
FOR MISSILE DEFENSE WHILE WE HAVE DONE LITTLE OR NOTHING-
RECENTLY WE HAVE SEEN ALARMING SIGNS OF RADAR DEPLOYMENTS,
THE TESTING OF INTERCEPTORS AND OTHER ACTIVITIES WHICH WOULD
GIVE THEM A RUNNING START IF THEY SHOULD DECIDE TO BREAK OUT
OF THE TREATY LIMITING MISSILE DEFENSE AND ESTABLISH THE KIND
OF NATIONWIDE DEFENSE WHICH COULD HEAVILY TIP THE STRATEGIC
BALANCE AGAINST US-
ON THE EUROPEAN FRONT, THE WARSAW PACT FORCES OUTNUMBER
NATO FORCES INCREASINGLY IN NUMBERS OF TROOPS, TANKS, GUNS AND
PLANES AND ARE NARROWING THE QUALITATIVE EDGE WE ONCE COUNTED
ON QUITE HEAVILY. THESE FORCES ARE BEING DEPLOYED IN AN
INCREASINGLY AGGRESSIVE WAY AND BACKED UP WITH A STEADILY
EXPANDING ARRAY OF LONG-RANGE MISSILES WHICH CAN REACH EUROPEAN
CAPITALS.
YET THE MAIN THREAT MAY BE ELSEWHERE. KHRUSHCHEV TOLD US
IN 1961 THAT THE COMMUNISTS WOULD WIN NOT THROUGH NUCLEAR WAR,
WHICH COULD DESTROY THE WORLD, NOT THROUGH CONVENTIONAL WAR,
WHICH MIGHT SOON BECOME NUCLEAR, BUT THROUGH. "NATIONAL LIBERATION
WARS IN AFRICA, ASIA AND LATIN AMERICA-" WE DIDN'T BELIEVE
THAT ANY MORE THAN WE BELIEVED HITLER WHEN HE TOLD US IN THE
EARLY THIRTIES HOW HE WOULD TAKE OVER EUROPE-
YET, THE SOVIETS DEVELOPED CUBA AS A BASE IN THE SIXTIES-
DURING THE MID-SEVENTIES WE SAW THEM SEND WEAPONS THOUSANDS
OF MILES AWAY TO LINK UP WITH CUBAN TROOPS IN ANGOLA, ETHIOPIA
AND SOUTH YEMEN. TODAY VIETNAM, ANGOLA, ETHIOPIA, SOUTH YEMEN,
IRAN AND NICARAGUA HAVE BEEN TAKEN OVER BY REGIMES HOSTILE
TO THE UNITED STATES, AND AFGHANISTAN HAS BEEN INVADED BY
SOVIET TROOPS-
-- IN VIETNAM, ALONG CHINA'S SOUTHERN BORDER AND
ASTRIDE THE SEA LANES WHICH BRING JAPAN'S OIL FROM THE
PERSIAN GULF-
IN AFGHANISTAN, 500 MILES CLOSER TO THE WARM
WATER PORTS OF THE INDIAN OCEAN AND TO THE STRAITS OF HORMUZ
THROUGH WHICH COMES THE OIL ESSENTIAL TO WESTERN EUROPE-
- ON THE HORN OF AFRICA OVERLOOKING THE PASSAGEWAY
OF SUEZ WHICH CONNECTS THE MEDITERRANEAN SEA AND THE INDIAN
OCEAN-
IN THE CARIBBEAN AND CENTRAL AMERICA ON THE VERY
DOORSTEP OF THE UNITED STATES.
THIS IS A CONTINUING PROCESS OF CREEPING IMPERIALISM
WHICH THREATENS STILL OTHER AREAS OF STRATEGIC SIGNIFICANCE-
CHAD, HONDURAS, GUATEMALA, SUDAN, SOMALIA AND NAMIBIA. THE
MOST EFFECTIVE TECHNIQUE EMPLOYED IN THIS STRATEGY HAS BEEN
THE USE OF PROXIES. THIS IS NOT EXACTLY NEW IN HISTORY. THE
ROMANS USED MEN FROM CONQUERED COUNTRIES TO FIGHT THEIR ENEMIES.
LATER, SWISS AND GERMAN MERCENARIES WERE AVAILABLE TO THE
HIGHEST BIDDER ALL OVER EUROPE. THE BRITISH ARMY HAD ITS
GHURKAS AND THE FRENCH THEIR FOREIGN LEGION. BUT THE SOVIETS
USE THE CUBANS, EAST GERMANS, LIBYANS AND VIETNAMESE DIFFERENTLY
IN PEACE AS WELL AS WAR, IN A ROLE AS MUCH POLITICAL AS MILITARY,
DIFFERENT PROXIES HAVING SPECIALIZED FUNCTIONS- OF THE MORE
THAN 40,000 CUBANS IN AFRICA, 80 PERCENT ARE SOLDIERS ON ACTIVE
DUTY. VIETNAM, WITH THE FOURTH LARGEST ARMY IN THE WORLD,
KEEPS CHINA AND THAILAND WORRIED AS IT SOLIDIFIES ITS POSITION
IN KAMPUCHEA. THE SOVIETS SUPPORT CUBA AND VIETNAM WITH MORE
THAN FIVE'BILLION DOLLARS OF ECONOMIC AND MILITARY SUPPORT
EVERY YEAR. NORTH KOREA, LIBYA, CUBA, SOUTH YEMEN, EAST GERMANY,
AND BULGARIA TRAIN THE SECURITY FORCES WHICH ORGANIZE AND
SUPERVISE BLOCK WATCHERS TO PROTECT THE REGIMES FROM THE
PEOPLE. THEY ALSO OPERATE CAMPS FOR TRAINING TERRORISTS AND
INSURGENTS TO BE SENT AROUND THE WORLD TO PRACTICE AND FOMENT
REVOLUTIONARY VIOLENCE-
TERRORISM HAS BECOME A WEAPONS SYSTEM USED BY SOVEREIGN
STATES TO DESTABILIZE OTHER GOVERNMENTS AND INTIMIDATE THEM
IN THEIR FOREIGN POLICY. As PRACTICED TODAY, TERRORISM IS
OBLITERATING THE DISTINCTION BETWEEN PEACE AND WAR. SEASONED
TERRORIST ORGANIZATIONS CAN BE HIRED BY IRAN, SYRIA, LIBYA AND
OTHER RADICAL GOVERNMENTS- US FACILITIES AND PEOPLE AROUND
THE WORLD ARE A MAJOR TARGET AND THIS IS A MAJOR CHALLENGE FOR
OUR INTELLIGENCE CAPABILITIES-
THE SOVIETS HAVE IN PLACE AROUND THE WORLD AN ENORMOUS
APPARATUS IN THE KGB AND THE SOVIET MILITARY SERVICE, THE.GRU,
PLUS SOME 70 NON-GOVERNING COMMUNIST PARTIES, PLUS A VAST
ARRAY OF PEACE AND FRIENDSHIP ORGANIZATIONS DIRECTED FROM
MOSCOW, PLUS THE ASSOCIATED AND COORDINATED CAPABILITIES OF
THE EAST GERMAN, CUBAN, POLISH, CZECHOSLOVAKIAN AND BULGARIAN
AND OTHER HOSTILE INTELLIGENCE SERVICES AS WELL AS THE PEOPLE
TO PEOPLE MOVEMENTS SPONSORED BY THE GOVERNMENTS OF THESE
SATELLITE COUNTRIES. ADD IT ALL TOGETHER AND IT'S AWESOME-
IT'S SKILLFULLY DIRECTED AT STEALING OUR TECHNOLOGY AND OTHER
SECRETS, DAMAGING OUR REPUTATION, CONFUSING OUR PEOPLE AND
DIVIDING US FROM OUR FRIENDS AND ALLIES-
CIA IS THE ORGANIZATION IN THE FREE WORLD MOST CAPABLE
OF DEALING EFFECTIVELY WITH THIS APPARATUS. To COPE WITH
INTERNATIONAL TERRORISM AND SOVIET TECHNOLOGY ACQUISITION,
ACTIVE MEASURES, AND WORLDWIDE ESPIONAGE, OUR COOPERATION IN
INTELLIGENCE EXCHANGES, TRAINING, TECHNICAL SUPPORT AND
OPERATIONAL EFFORTS WITH OVER 200 INTELLIGENCE AND SECURITY
ORGANIZATIONS IN FRIENDLY COUNTRIES IS CRITICAL TO MAINTAINING
AN EFFECTIVE COUNTERTERRORISM AND COUNTERESPIONAGE CAPABILITY
TO PROTECT OUR PEOPLE, OUR INSTALLATIONS AND INTERESTS AROUND
THE WORLD-
THERE ARE OTHER IMPORTANT FACTORS AFFECTING OUR NATIONAL
INTEREST--RELIGIOUS AND TRIBAL FORCES, POLITICAL FACTIONS
AND MOVEMENTS, NARCOTICS AND ARMS TRAFFICKERS, ECONOMIC CARTELS,
TECHNOLOGY THIEVES-
NARCOTICS FLOW INTO THE UNITED STATES FROM SOUTH AMERICA,
THE GOLDEN TRIANGLE OF SOUTHEAST ASIA, FROM AFGHANISTAN, FROM
PAKISTAN AND FROM IRAN. THEY COME IN CONTAINERS, THEY COME IN
SMALL BOATS AND AIRCRAFT, THEY EVEN COME IN STOMACHS- WE SEE
SOME OF THE HUGE AMOUNTS OF MONEY INVOLVED IN THIS ACTIVITY
GOING INTO DESTABILIZING POLITICAL AND TERRORIST ACTIVITY-
THEN WE MUST COPE WITH THIS AS WELL AS NUCLEAR PROLIFERATION
AND THE THIRD WORLD DEBT AND INTERNATIONAL COMPETITIVENESS
PROBLEMS WHICH COULD UNDERMINE POLITICAL STABILITY IN SOME
MANY COUNTRIES, AS WELL AS OUR OWN SECURITY AND PROSPERITY-
ONE OF THE MOST CRITICAL AND THE MOST DIFFICULT
INTELLIGENCE CHALLENGES WE FACE IS THE ASSESSMENT OF SOVIET
TECHNOLOGY AND SCIENCE AND ITS POTENTIAL FOR MILITARY AND
STRATEGIC SURPRISE- WE BELIEVE WE'RE STILL AHEAD IN MOST OF
THE 20 CRITICAL TECHNOLOGIES WE LOOK AT BUT THEY'VE PULLED
AHEAD OR ALONGSIDE IN SOME AND OUR MARGINS AND LEAD TIMES TEND
TO SHRINK. THE ABILITY OF THE SOVIET MILITARY-INDUSTRIAL
COMPLEX TO ACQUIRE AND ASSIMILATE WESTERN TECHNOLOGY FAR
EXCEEDS ANY PREVIOUS ESTIMATES- WE ESTIMATE THAT 70 PERCENT
OF THE TECHNOLOGY MOST SIGNIFICANT TO RECENT SOVIET MILITARY
AND WEAPONS PROGRAMS CAME FROM WESTERN SOURCES-
THEY COMB THROUGH OUR OPEN LITERATURE, BUY THROUGH LEGAL
TRADE CHANNELS, RELIGIOUSLY ATTEND OUR SCIENTIFIC AND
TECHNOLOGICAL CONFERENCES, AND SEND STUDENTS OVER HERE TO
STUDY. THEY USE DUMMY FIRMS IN SOPHISTICATED INTERNATIONAL
OPERATIONS TO DIVERT AND STEAL WESTERN TECHNOLOGY- WE HAVE
IDENTIFIED SOME 300 FIRMS OPERATING FROM MORE THAN 30 COUNTRIES
ENGAGED IN THESE DIVERSION SCHEMES-
WE HAVE HAD A FAIR NUMBER OF SUCCESSES IN FRUSTRATING
SOVIET TECHNOLOGY- I WILL JUST MENTION ONE. YOU MAY RECALL
IN LATE 1983 AND EARLY 1984, WEST GERMAN AND SWEDISH CUSTOMS
SEIZED SEVERAL ADVANCED VAX COMPUTERS AND 30 TONS OF RELATED
EQUIPMENT THAT WERE BEING SMUGGLED TO THE USSR BY THE NOTORIOUS
ILLEGAL TRADER, RICHARD MUELLER. THIS WAS BUT THE TIP OF
THE ICEBERG- OUR EVIDENCE SHOWS THAT MUCH LARGER QUANTITIES
OF COMPUTING AND ELECTRONIC EQUIPMENT HAVE BEEN SUCCESSFULLY
DIVERTED TO THE USSR THROUGH THE ACTIVITIES OF THE MUELLER
FIRM, OTHERS LIKE IT AND WESTERN MANUFACTURERS WHO HAVE DEALT
WITH THEM.
THE LESS DEVELOPED NATIONS OF THE WORLD ARE LIKELY TO
BE THE PRINCIPAL US-SOVIET BATTLEGROUND FOR YEARS TO COME.
THE SOVIETS HAVE BECOME THE WORLD'S LEADING SUPPLIER OF ARMS.
OVER RECENT YEARS, THEIR ARMS SHIPMENTS TO THE THIRD WORLD
HAVE BEEN FOUR TIMES GREATER THAN THEIR ECONOMIC ASSISTANCE-
THIS HAS MADE THIRD WORLD ARMS RECIPIENTS DEPENDENT ON THE
SOVIETS FOR THOUSANDS OF ADVISORS, FOR SPARE PARTS, AND FOR
CONTINUED LOGISTICAL SUPPORT-
DESPITE THE GLOBAL EXPANSION OF ITS POWER, DESPITE ITS
IMPRESSIVE MILITARY MACHINE, THE SOVIET UNION IS CRIPPLED IN
ONLY HAVING A MILITARY DIMENSION. ECONOMICALLY IT HAS LITTLE
TO OFFER THE THIRD WORLD. IN THE COUNTRIES WHICH HAVE COME
UNDER SOVIET INFLUENCE, ECONOMIC PERFORMANCE HAS IN GENERAL
RANGED FROM POOR TO VERY POOR. IN THE LONG RUN, ECONOMIC,
FINANCIAL, SCIENTIFIC, TECHNICAL AND CULTURAL EXCHANGES
ATTRACT AND MAINTAIN CLOSE RELATIONSHIPS WITH MOST THIRD WORLD
COUNTRIES-
THE KREMLIN CANNOT COMPETE IN THESE AREAS. THIS FORCES
THE SOVIETS TO RELY ON SUBVERSION AND DISRUPTION OF STABLE
POLITICAL AND ECONOMIC RELATIONSHIPS TO WEAKEN WESTERN
RELATIONSHIPS AND CREATE A CONDITION OF CHAOS IN WHICH THEIR
SURROGATES AND INTERNAL ALLIES CAN SEIZE POWER.
WE MUST FIND A WAY TO MOBILIZE AND USE MORE EFFECTIVELY
OUR GREATEST ASSET IN THE THIRD WORLD--PRIVATE BUSINESS. FEW
IN THE THIRD WORLD WISH TO ADOPT THE SOVIET ECONOMIC SYSTEM-
NEITHER WE NOR THE SOVIETS CAN OFFER UNLIMITED OR EVEN LARGE-
SCALE ECONOMIC ASSISTANCE TO THE LESS DEVELOPED COUNTRIES-
INVESTMENT IS THE KEY TO ECONOMIC SUCCESS IN THE THIRD WORLD
AND THOSE COUNTRIES NEED INVESTMENT AND KNOW-HOW FROM OUR
COUNTRY, OUR NATO ALLIES, JAPAN AND THE OTHER DYNAMIC COUNTRIES
OF ASIA AND LATIN AMERICA. THE SOVIETS ARE HELPLESS TO COMPETE
WITH PRIVATE CAPITAL AND OUR ADVANCED TECHNOLOGY IN THE THIRD
WORLD-
NOW, FOR SOME COMMENTS ON THE APPARATUS WHICH AMERICAN
INTELLIGENCE HAS DEVELOPED TO MEET THESE CHALLENGES- MY
PREDECESSORS ENLISTED PHOTOGRAPHY, ELECTRONICS, ACOUSTICS,
SEISMIC READINGS, AND OTHER TECHNOLOGICAL MARVELS TO GATHER
FACTS FROM ALL CORNERS OF THE EARTH. THESE CAPABILITIES HAVE
BEEN AND ARE BEING ENHANCED AS NEW TECHNOLOGIES AND NEW
INTELLIGENCE NEEDS EMERGE. AS A RESULT, WE WILL BE RECEIVING
MANY MORE PHOTOS, SIGNALS AND REPORTS IN.A FEW YEARS THAN WE ARE
RECEIVING NOW. To SIFT, EVALUATE AND GET PRACTICAL MEANING
FROM THIS ENHANCED FLOW OF FACTS WE MUST RECRUIT AND DEVELOP
DEDICATED PEOPLE- WE HAVE SCHOLARS AND SCIENTISTS IN EVERY
DISCIPLINE OF THE SOCIAL AND PHYSICAL SCIENCES'-AS WELL AS
ENGINEERS AND SPECIALISTS IN COMPUTERS AND COMMUNICATIONS--IN
A PROFUSION UNMATCHED BY ANY UNIVERSITY- OUR NATIONAL COLLECTION
DIVISION TAPS SCIENTISTS AND BUSINESSMEN WHO ROAM THE WORLD IN
THEIR PROFESSIONAL CAPACITIES FOR THE INFORMATION THAT COMES
THEIR WAY AND FOR THE INSIGHTS AND UNDERSTANDING THEY DEVELOP-
ALL THIS IS DISTILLED INTO CIA INTELLIGENCE ASSESSMENTS AND
EVALUATED IN NATIONAL INTELLIGENCE ESTIMATES RELEVANT TO THE
DECISIONS WHICH THE PRESIDENT AND HIS COLLEAGUES MUST MAKE.
FOR THE NATIONAL ESTIMATES, THE CHIEFS OF THE COMPONENTS OF
THE NATIONAL INTELLIGENCE COMMUNITY--THE DEFENSE INTELLIGENCE
AGENCY, THE NATIONAL SECURITY AGENCY, THE DIRECTORATE OF
INTELLIGENCE OF THE CENTRAL INTELLIGENCE AGENCY, THE ARMY,
NAVY, AIRFORCE AND MARINE CORPS INTELLIGENCE STAFFS, THE FBI,
THE INTELLIGENCE ARMS OF STATE, TREASURY AND ENERGY-'COMPRISE
A BOARD OF REVIEW. THEY ARE CHARGED WITH CONTRIBUTING THE
INFORMATION OBTAINED BY THEIR INTELLIGENCE COLLECTORS AND
THE JUDGMENTS DEVELOPED BY THEIR ANALYSTS- OUR ESTIMATES
ARE NO LONGER A HOMOGENOUS SEMANTICIZED CONSENSUS. RATHER,
THEY PRESENT POLICYMAKERS WITH A RANGE OF THOSE ALTERNATIVE
OUTCOMES WHICH ARE WELL REASONED AND SUBSTANTIATED. THIS
PROCESS HAS ALSO GREATLY ENHANCED THE COLLABORATION AND
WORKING RELATIONSHIPS BETWEEN THE VARIOUS ELEMENTS OF THE
INTELLIGENCE COMMUNITY- IN ADDITION; WE PROVIDE DAILY
REPORTS TO ADMINISTRATION POLICYMAKERS AND THE CONGRESS,
AS WELL AS THOUSANDS OF INDIVIDUAL BRIEFINGS ON DEMAND-
TO MAINTAIN THE SUPPORT OF THE AMERICAN PEOPLE AND GET
THE ASSISTANCE OF PEOPLE AROUND THE WORLD WHO SHARE OUR VALUES
AND WANT TO HELP US IN THIS WORK, THE AMERICAN INTELLIGENCE
COMMUNITY MUST MAINTAIN A REPUTATION FOR INTEGRITY,
CONFIDENTIALITY, RELIABILITY AND SECURITY- THE QUALITY OF
THE INTELLIGENCE WE PRODUCE, THE LOYALTY AND DEDICATION OF
OUR PEOPLE AND THE LARGE NUMBERS OF AMERICANS INTERESTED IN
JOINING OUR RANKS DEMONSTRATE THAT WE DO MAINTAIN THAT KIND
OF A REPUTATION DESPITE A DRUM BEAT OF CRITICISM IN THE
MEDIA- WITH FEW EXCEPTIONS, THE HIGHLY PUBLICIZED CHARGES
MADE AGAINST THE CIA DURING THE MID-SEVENTIES AND SINCE HAVE
TURNED OUT TO BE UNFOUNDED. THE CHARGES WERE ON THE FRONT
PAGES AND THEIR REFUTATIONS WERE BURIED AWAY SO THAT FEW PEOPLE
NOTED THEM. TODAY, WE ARE SUSTAINING DAMAGE NOT YET FULLY
MEASURED FROM ACTUAL AND PERCEIVED INABILITY OF OUR GOVERNMENT
TO KEEP SECRETS-
IN CONCLUSION, I WOULD CITE THE SAFEGUARDS WHICH ASSURE
THAT THE ACTIVITIES OF THE INTELLIGENCE COMMUNITY WILL SUPPORT
AND CONFORM TO NATIONAL POLICY ESTABLISHED PURSUANT TO THE
CONSTITUTION BY THE PRESIDENT AND THE CONGRESS- WE UNDERTAKE
NO SPECIAL ACTIVITIES WHICH ARE NOT REVIEWED BY THE NATIONAL
SECURITY COUNCIL, AUTHORIZED BY THE PRESIDENT AND BRIEFED TO
THE CONGRESS PURSUANT TO LAW- WE FULLY. COOPERATE IN EVERY
