Project Statement of Objectives:
Production of Top Secret Lounge Accessories: Stanchions, Carpet,
Helium Tank & Fan Rental
August 5, 2008
1.0 INTRODUCTION
As specified in Item 3.1.2 of the Tasking section of the Statement of Work (SOW) for
Task Order 005, the contractor shall provide production of Top Secret Lounge
Accessories.
This Statement of Objectives (SOO) details the specific project objectives relating to the
production of Top Secret Lounge accessories to be issued as part of that task order. The
services for this project will be provided on a Firm Fixed Price basis. No work shall
commence on this project prior to receipt of a properly authorized Work Authorization.
Any change to this SOO shall come via issuance of an addendum and modification to the
original Work Authorization document. The Contractor shall accept no oral change
orders.
2.0 PERIOD OF PERFORMANCE
The anticipated period of performance for this project is two (2) months from receipt of
the Work Authorization document.
3.0 TASKING
3.1 Production of Top Secret Lounge (TSL) accessories.
3.2 The contractor shall:
3.2.1 Provide four sets of stainless steel stanchion poles with red velvet
rope connectors for the purpose of TSL crowd control.
3.2.2 Produce one 5'x8' all-weather, waterproof outdoor red carpet for
placement in front of TSL.
3.2.3 Provide rental for helium tanks; tanks should be enough for
blowing up 500-600 balloons each for the next three Middle
Eastern Festivals (approx 2,000 balloons total). Dates and
locations to be provided by the Government. Delivery and pick-up
shall be included.

 3.2.4 Provide industrial fan rental for placement inside the TSL for the
next three Middle Eastern Festivals. Dates and locations to be
provided by the Government. Delivery and pick-up shall be
included,
4.1 Delivery of the TSL stanchions, carpet, helium tank and fan rental to a
location specified by the Government within the Continental U.S. prior to the
next three Middle Eastern Festivals taking place between August and
November 2008.
