Mozambican President Chissano has hoped that South African assistance to RENAMO would taper off or cease as a result of his meeting with Botha in September Comment: RENAMO appears to be reasserting itself after the Botha-Chissano summit by attacking high-profile targets near the capital. Maputo almost certainly overestimated Botha's ability or willingness to control the insurgents and underestimated RENAMO. The insurgents are increasingly self-sufficient and probably able to continue operations without outside assistance. Hardliners in Maputo will attribute the surge in guerrilla action to continued South African support and may Increase their pressure on Chissano to slow the pace of the rapprochement with Pretoria.
