iasy seen to have included too much detail; however, it is our
belief that anyone who "needs to know", even the taxpayer if
aeoessary, should have the eatisfaottaa of knowing that our
activities have been duly recorded wv-.1 readily justifiable.

O. Conolusions
a. Ae approached this survey trip with the attitude
that the visiting Headquarters man is not apt to find ?ere
faction in the field; but neither is he likely to enoounter
perfection if he objectively examines ht u own shop at home.
During our Assaf:dation with the organization, it has often
been difficult or us, as must be the case with many indi-
viduals accustomed to stereotyped. traditional pursuits, to
ocestantly realize how recently and hastily those missions
were created. Unless this consideration to left in vim,
it would ho easy to criticize eroceduree and to minimize net
results, particularly if the comparative criteria used were
these of orgaaisatiens, such az the Army, which hale had
generations of trial and error on which to build their
structures.
o. If we detected a lost chord in ecordination or some
paranoia in the paramilitary, these are universal failings
which exist along the Potomac as well as the riverc of
