There is no question but that rebuilding, has progressed at an adnirable rate, yet the very knowledge of this fact emphasizes the de- gree of desolation which must have existed six yekrs 9120. After a few days, one becomes less and less aware of the rubble, until it blends unnoticed late the landscape; evente uully the ruins became a monotonously accepted fact, just as the news reeeorts of the origleal bembines became daily common place items In the news, without personal signifie canoe. Yet it is not difficult, even for an individual of cold, svientific persuasion, to visualize the sheer horror whicee uust have soceepained the !actual deveetatlen. This contemplation, bordoring on the emotional, is not prompted by any remorse over the punishment or aggression; rather it impressed us as a sober lesson it the grim seriousness of our minor eart in the organization's eission. Conolusions a. Ae approached this survey trip with the attitude that the visiting Headquarters man is not apt to find ?ere faction in the field; but neither is he likely to enoounter perfection if he objectively examines ht u own shop at home. During our Assaf:dation with the organization, it has often been difficult or us, as must be the case with many indi- viduals accustomed to stereotyped. traditional pursuits, to ocestantly realize how recently and hastily those missions were created. Unless this consideration to left in vim, it would ho easy to criticize eroceduree and to minimize net results, particularly if the comparative criteria used were these of orgaaisatiens, such az the Army, which hale had generations of trial and error on which to build their structures. o. If we detected a lost chord in ecordination or some paranoia in the paramilitary, these are universal failings which exist along the Potomac as well as the riverc of and we would not choose to be the first to oast s (b)(1) rock into the elr ody riepled waters. (b)(3) a. In our humole opinion, the breach which is evident between the field end home office is not based upon actual hostility or disagreement, but is rather em?loined by the simple feet that many field employees have never experienced the peculiar stresses of Headquarters rospeneibility, nor have many home office people aotually operated in the field. (post-wer version) ideally, there wculd ultimately be an (b)(1) (b)(3) (b)(3) (b)(6) exchenge of -"- SECRET Approved for Release: 2023/03/10 C06913235 Approved for Release: 2023/03/10 C06913235 SEWIET exchange of assignments, until overyone had been gi-4an the opportunity to taste each side of the ocean. aut Per various and obvious reasons, such an arren4ement is extronely un. likely, so we can continue to expect to reooncile two point of view, fundamentally designated us those of the planners and the operators. This will demand a greater mutual rearmost and understanding, an effort in which either side of the house should oontribute equldly. d. Ue realise that these uneolioited observations may setm rather pontifical, but the:/ serve to express our philosophy tz: developing a technical service which we believe is destined to became vital, integral support to virtually all operations. e. Us wish to thank all those, at hame and abroad, who assisted us in =king this survey, and it is our hope that this report may contributo,in someway,to the ultimate sucoess of the organisation's mission.
