Introduction
The following remarks were made on 18 December 1992 by former Deputy Director of Central
Intelligence Walters and then Director of Central Intelligence Gates at the ceremony dedicating the CIA s Berlin Wall Monument. The monument was a portion of the Berlin Wall provided to CIA for installation on its grounds.
