Viewed from Congress, the ODNI has shown itself to be resilient and adaptive in meeting the intent of the IRTPA of 2004, especially in areas such as information technology, personnel policy, and governance. Looking ahead, there will be an integrative role for the ODNI on issues that cross bureaucratic boundaries, like cyber security, malign foreign influence, and transnational challenges.
