MEMORANDUM FOR UNITED STATES INTELLIGENCE BOARD
SUBJECT: Recommended Addition of Beach Areas to Low-
Level Reconnaissance Targets in Cuba
1. The USIB on 25 July 1963 (See USIB-D-41. 14/57;
COMOR-D-24/73) approved high priority targets for low-level
reconnaissance in Cuba.
3. The CIA operational planners have assured COMOR
that this type of coverage cannot be met by any other source known
to it. COMOR, in exploring ways to meet this need by aerial
photography, has been advised and from its examination of sample
photography has concluded that these needs could not be met by
any aerial reconnaissance which would not overfly the territorial
waters claimed by Cuba. Furthermore, it is noted that, in-past
low-level overflight of Cuba, the areas indicated on the map were
not covered because the objectives of these flights were inland.
